Job Description

PURPOSE OF THE FUNCTION The Executive, Facilities Management is responsible for ensuring the safe, reliable, compliant, and efficient operation of all building operation systems within the shopping mall, including fire alarm, CCTV, card access, PA, plumbing, electrical, toilet equipment, electrical distribution. The role supports business continuity, tenant satisfaction, asset performance, and full compliance with statutory and operational standards.

Job Responsibility

  • Execute and oversee daily operations and maintenance of M&E systems to ensure optimal performance, safety, and minimal downtime
  • Supervise contractors and vendors for M&E works, ensuring compliance with scope, specifications, safety requirements, and quality standards
  • Monitor and upgrade preventive, corrective, and predictive maintenance programs for all M&E systems
  • Ensure compliance with statutory and regulatory requirements (DOSH, Bomba, Suruhanjaya Tenaga, OSHA, IKANO) through inspections and audits
  • Prepare, review, and maintain maintenance records, technical reports, and documentation for audit and management purposes
  • Monitor and manage work orders via CMMS (e.g., Yardi) to ensure timely execution and closure
  • Coordinate and respond to tenants and internal teams to resolve M&E-related issues and ensure service continuity, and attend management, departmental, and cross-functional meetings
  • Attend fit-out pre-opening inspection, event inspection and conduct routine inspections of electrical and mechanical systems to identify defects, risks, and improvement opportunities
  • Support project works, upgrading, and system improvement initiatives related to M&E services
  • Support energy management and sustainability initiatives, including monitoring of electrical consumption and system efficiency
  • To transfer technical knowledge, operational procedures, and best practices from Executive-level staff to Technicians, ensuring consistent performance, safety compliance, and skill development
  • Ensure the overall performance, reliability, and availability of M&E systems including electrical distribution, HVAC, MV systems, plumbing, fire protection, lifts, and escalators
  • Compliance with statutory and safety requirements including Local Authorities, DOSH, Bomba, Suruhanjaya Tenaga, OSHA, and MyTOWN SOPs
  • Planning, execution, and effectiveness of preventive maintenance programs for M&E systems
  • Management of M&E breakdowns, fault response, and minimization of operational and tenant impact
  • Asset lifecycle management, energy efficiency performance, and maintenance cost control
  • Provide technical input for M&E system upgrades, retrofitting, and asset replacement planning
  • Support Assistant Manager in maintenance planning, budgeting, and cost optimization
  • Contribute to root cause analysis (RCA) and continuous improvement of M&E system reliability
  • Support coordination during mall events, peak periods, and emergency situations
  • Assist in improving SOPs, maintenance procedures, and safety practices for M&E operations

Requirements

  • Knowledge: Electrical systems including LV distribution, switchboards, transformers, and protection systems
  • Basic mechanical systems including HVAC (chillers, AHU, FCU), ventilation, and plumbing systems
  • Fire protection systems including fire alarm, sprinkler, hydrant, and suppression systems
  • Preventive, corrective, and predictive maintenance strategies for M&E systems
  • Statutory and regulatory requirements (DOSH, Bomba, Suruhanjaya Tenaga, OSHA)
  • CMMS systems (e.g., Yardi) and maintenance documentation practices
