Job Description:

CVS Health is hiring for an Executive Director, Regulatory Advocacy to develop and implement strategies to advocate enterprise positions with regulatory agencies, support legal and compliance efforts, and manage relationships with senior stakeholders and policymakers.

Job Responsibility:

  • Develops and executes day-to-day regulatory advocacy strategy on enterprise and state-specific regulatory matters to support business goals and objectives and to advance company initiatives
  • supports the legal and compliance departments with market conduct exam issues and advises business leadership on regulatory and political developments that influence relevant jurisdictions or policy/issues areas
  • coordinates with policy team to develop policy positions and coordinates with state affairs team members to execute advocacy strategy and facilitates positioning with national advocacy organizations
  • supports greater education and understanding of industry practices at the National Association of Insurance Commissioners (NAIC) and other venues
  • builds and manages relationships with senior stakeholders in government, policymakers, regulatory agencies, trade associations, and other external stakeholders
  • represents the enterprise and its specific businesses in advocacy efforts
  • makes internal and external written and oral presentations on behalf of the company
  • manages external consultants supporting policy and government affairs objectives at the NAIC.

Requirements:

  • 10+ years of expertise in state legislative, regulatory and/or industry experience
  • experience developing and managing strategic advocacy activities that achieve desired outcomes
  • experience in health care policy, insurance, pharmacy benefit management and/or healthcare issues
  • experience dealing with state regulators and other executive staff in state government
  • proven, effective oral and written communication skills and interpersonal skills necessary to interact with a variety of Company management, retained counsel, regulators, staff of trade associations and other key stakeholders
  • ability to handle several complex and difficult projects simultaneously and meet deadlines
  • self-starter with the ability to act independently, demonstrates initiative, creative and resourceful
  • mastery of Microsoft Office products, most notably Teams, Outlook, Excel, and PowerPoint.

Nice to have:

Master’s Degree preferred.
