Job Description:

As the Estates & Facilities Quality and Compliance Manager, you will be responsible for overseeing the quality and compliance of the works undertaken by the Estates and Facilities teams. You will be leading on the oversight of the cross-College project delivery, line manage the trades contractors and staff, and ensure compliance with legislation and regulations and college requirements are fully met providing a clean, safe and attractive working environment for all students, staff, and visitors. You will also be leading on the implementation of capital projects and the management of all trade contractors.

Job Responsibility:

  • Ensure continuous improvement of the College Estates and its effective use
  • Lead on the quality cycle and ensure compliance in operational practice of the estates and facilities team
  • Review the quality of the work undertaken by the Team to ensure the College property and estate is clean and meets all building safety requirements
  • Lead the team and set the standard for exceptional customer service and response times
  • To line manage the trades team on site and manage their work timetable ensuring property maintenance, upkeep and repairs are of the required standard
  • To implement strategies for effective and efficient energy management, including arrangements for monitoring energy consumption (gas and electricity)
  • To manage arrangements for the preparation of specifications for contracted-out services and to support planned tendering exercises
  • To monitor the performance of contractors engaged in providing contracted out services, to ensure compliance with specifications, quality control, and excellent value for the College
  • To be responsible for the security of college buildings, ensuring procedures for locking and unlocking rooms/buildings are carried out according to the College’s operational requirements and that adequate, communicated systems exist for staff security
  • To be responsible for the safe and efficient continuity of operation for the heating and ventilation plant and all associated equipment
  • To be responsible for all electrical and mechanical services and equipment to ensure safe and efficient continuity of use and compliance with all statutory and insurance requirements
  • Ensure the safe operation of all college sites, particularly during contract maintenance works and building projects. Take a proactive approach to resolving potential issues and identifying areas requiring improvement, ensuring projects are completed in a timely manner
  • Ensure that records and reports are maintained and updated to comply with legal requirements for statutory testing, such as local exhaust ventilation monitoring (LEV), LOLER (Lifting Operations and Lifting Equipment Regulation) and pressure systems
  • Complete campus reviews and inspections to ensure maintenance and compliance

Requirements:

  • Membership of a RICS/ CIOB/ CIAT/ BIFM/ MICE or equivalent
  • Degree in a Building / facilities related subject
  • Evidence of commitment to professional development
  • A good standard of Maths and English
  • Strong organisational and time management skills
  • Excellent communication and interpersonal skills
  • Proficiency in Microsoft Office Suite
  • Managing compliance and quality of delivery of an estates team
