Job Description:

Lead environmental protection at scale, in one of London’s most complex boroughs. Ealing Council is looking for an experienced and driven Environmental Protection Manager to lead a high‑profile regulatory service that directly improves residents’ quality of life. This is a management role with real influence — leading on air quality, pollution control, contaminated land, environmental permitting, noise and major infrastructure impacts, while shaping policy, strategy and enforcement practice in a large, diverse and fast‑growing borough. You will manage a specialist team of professional officers and work closely with senior leaders, elected members, developers, statutory partners and government bodies to deliver robust, lawful and proportionate environmental protection.

Job Responsibility:

  • Leading and managing the Environmental Protection team, including specialist officers covering air quality, noise, contaminated land and major projects
  • Delivering the Council’s statutory environmental protection and pollution control functions, including Part A/B environmental permitting
  • Acting as the Council’s expert lead on air quality, noise, land contamination and pollution impacts, including advising planning and development management
  • Managing environmental impacts arising from major infrastructure and regeneration projects, negotiating monitoring and mitigation with developers and partners
  • Overseeing the Council’s air quality and noise monitoring networks, including procurement and contract management
  • Developing and delivering strategies, action plans and policies through the political process, aligned with climate change and public health priorities
  • Commissioning services and identifying opportunities for external funding and income generation
  • Leading staff development, performance management, recruitment and change

Requirements:

  • Substantial management experience within an enforcement‑based public protection or regulatory service
  • Strong working knowledge of environmental protection and pollution legislation, including enforcement practice
  • Experience managing complex, high‑risk cases and overseeing legal processes
  • Experience of advising senior officers and elected members
  • A track record of service improvement, change management and staff development
  • A scientific or Environmental Health degree (or equivalent)
  • Competency in at least two environmental protection specialisms relevant to the role
  • Evidence of continuous professional development
What we offer:
  • Flexible working
  • Strong leadership support
