Job Description
Help shape a safer, healthier, thriving Napier! If you’re looking for a role with purpose, impact, and genuine variety, this is it. Be the person who works with people, the environment, and businesses to keep our city thriving. As an Environmental Health & Alcohol Licensing Officer with Napier City Council, every day, you’ll see the impact of your work — in safer businesses, informed operators, and a healthier community. This is a blended and varied role—no two days are the same. You’ll be engaging with a wide range of people, often in dynamic or challenging situations, while applying a risk based approach to regulation. Success in this role isn’t just about technical knowledge—it’s about how you work with people. You’ll need to be comfortable having direct conversations, building rapport quickly and genuinely with a wide range of stakeholders. We’re looking for someone who brings curiosity, resilience, and a genuine interest in food safety, alcohol licensing, and environmental health science. You’ll be joining a team that values initiative, professionalism, and a willingness to keep learning and improving.
Job Responsibility
Inspect and assess food businesses, responding to complaints and ensuring compliance through education, guidance, and enforcement
Manage alcohol licensing processes, monitor licensed premises, and contribute to responsible alcohol practices across the community
Engage confidently with business owners, operators, and the public—building relationships, influencing behaviour, and navigating sometimes complex conversations
Apply legislation and regulatory frameworks to make balanced, well-reasoned decisions that support community wellbeing
Contribute to continuous improvement, with opportunities to help streamline and enhance processes over time
Requirements
Strong people skills, with the ability to confidently engage a wide range of individuals, including in situations that require tact, sound judgement, and resilience
Comfortable navigating direct conversations, including those that are more challenging, while maintaining a professional and respectful approach
A genuine interest in areas such as food, alcohol, environmental health, science, or regulatory work, with a drive to learn and grow in these spaces
The ability to understand and apply rules, guidelines, or legislation, supported by sound, considered decision-making
A practical, solutions-focused mindset, with the ability to balance compliance requirements alongside good judgement
Highly organised, with strong attention to detail and the capability to manage workload effectively and independently
A commitment to learning and development, with the role suited to someone at the beginning of their career or bringing transferable experience from environments where they’ve built confidence working with people and processes
What we offer

Discounted health insurance work scheme + Eye test subsidy
Retailer discounts + study assistance
Employee Assistance Program (OCP)
Quarterly values awards + Birthday vouchers + Social club
