The Enterprise Capital Governance Lead is the strategic authority for CAPEX investment at VodafoneThree, accountable for ensuring over £1bn of capital is managed with clarity, discipline, and transparency. You will provide enterprise-wide oversight to maximise the value of investment, improve forecasting, enhance spend visibility, and enable confident, informed decisions at every decision point.

Job Responsibility:

  • Own and evolve the capital governance framework, ensuring clear guardrails and decision points
  • Ensure CAPEX spend is planned, justified, and aligned with strategic priorities
  • Lead governance forums and executive reviews to drive disciplined, transparent decisions
  • Embed enterprise-wide benefits tracking to ensure measurable, time-bound value
  • Monitor delivery, challenge underperformance, and optimise capital allocation
  • Provide insight to improve forecasting accuracy and portfolio visibility
  • Simplify and standardise governance processes while maintaining strong controls
  • Enhance transparency,reporting quality, and decision-making insight

Requirements:

  • Extensive experience managing or governing large-scale CAPEX portfolios (ideally £500m+ environments)
  • Strong background in investment governance, financial controls, and benefits realisation frameworks
  • Demonstrated ability to influence senior stakeholders and operate credibly at Executive and Board-facing levels
  • Proven experience simplifying and strengthening governance processes
  • Strong commercial acumen, with ability to interrogate business cases and financial assumptions
  • Exceptional communication skills, able to translate complex financial and governance data into clear executive insight
