Job Description

Meta is seeking a Director of Energy Policy to join our Economic Policy team to support our strategic engagement on energy policy issues, and lead the development and execution of energy policy strategies that support our infrastructure efforts, and long-term business objectives.

Job Responsibility

  • Join Meta’s Infrastructure and Energy policy team serving as Meta’s global energy policy subject matter expert, providing strategic counsel in support of Meta’s policy engagements across relevant jurisdictions with energy policy stakeholders and fostering a broad range of experiences such as, analytical rigor, strategic thinking, and cross-functional execution
  • Lead cross-functional efforts to shape the regulatory and policy environment for data center power supply and grid modernization
  • Design and lead Meta’s comprehensive energy policy strategy and identify related policy risks and opportunities (e.g., energy procurement, grid interconnection, permitting and siting, electricity market design, and nuclear energy deployment)
  • Develop policy positions, white papers, and strategic frameworks that align Meta’s energy objectives with evolving regulatory landscapes and position the company to support the expansion of AI infrastructure
  • Represent Meta before federal agencies, other energy-related regulatory bodies, and Congressional committees in partnership with Meta’s government relations teams
  • Serve as an internal authority on energy policy, advising internal infrastructure-related business teams on policy implications of strategic business decisions
  • Represent Meta in relevant industry coalitions, trade associations, and multilateral fora that deal with energy policy

Requirements

  • Experienced policy professional with demonstrated experience operating at the intersection of government, industry, and technology—translating complex policy landscapes into actionable strategies that advance Meta’s mission
  • Experience in U.S. federal energy policy, particularly working within or directly engaging the Federal Government (e.g., DOE, FERC, or other relevant Administrative agencies) and Congress, combined with strategic acumen to navigate a fast-moving corporate environment at global scale
  • Bachelor’s degree in public policy, energy policy, economics, engineering, environmental science, law, or a related field
  • Knowledge of U.S. electricity markets and regulatory frameworks, including clean energy policy, grid modernization, and renewable energy procurement
  • Experience with communication skills, including experience drafting, preparing policy briefs, testimony, and executive-level presentations
  • Proven strategic leadership developing and executing multi-stakeholder policy strategies in complex, fast-paced environments
  • Demonstrated cross-functional collaboration skills, including leading teams and building consensus among internal and external stakeholders of all levels

Nice to have

  • 15+ years of experience on energy policy, with a significant portion in leadership roles
  • Advanced degree (Master’s or higher) in public policy (MPA/MPP), energy and environmental policy, law (JD), or a related discipline from a reputable institution
  • Federal service experience, including prior service in leadership levels within energy-related Federal agencies or Congressional committees
  • Experience working with energy-focused international fora (e.g.,IEA and World Bank)
  • Technology sector experience, including energy policy-related roles at a major technology company or large-scale infrastructure operator
  • Data center energy expertise, including understanding data center energy consumption patterns, power procurement strategies, and energy demands of AI workloads
  • Demonstrated thought leadership, including a track record of presenting in public engagements and/or recognized expertise in energy policy space

  • Directs development and oversee the implementation of internal policy and business systems related to low carbon product attribute generation, transactions, and management across the CF organization to support clean energy business objectives.
  • Informs key internal stakeholders on the mechanics of applicable global policy and certification schemes and how they apply to CF commercial activities.
  • Represents CF on committees of select third party organizations (e.g. certification) to achieve program alignment with CF’s business strategy.
  • Monitors low carbon product and environmental attribute generation and consumption to build an overall sales plan.
  • Ensures implemented decarbonization projects are certified and/or registered to allow for low carbon product and attribute sales into target sales channels
  • Oversees the commercial development and negotiation of contracts for third-party services and infrastructure (CCS, hydrogen, nitrogen, etc.) required to support new clean energy opportunities.
  • Monitors business outcomes of decarbonization projects across the organization, identifies opportunities for improvement, and reports to management on a periodic basis.
  • Oversees execution by carbon capture and storage providers providing services to CF facilities addressing deviations and contract changes as needed.
  • Provides oversight of and maintains key business relationships with potential CCS developers, renewable power developers, low carbon natural gas providers and similar companies to help advance future GHG emissions reduction opportunities
  • Represents CF Industries as a global leader in the clean energy industry including contributing to the development of regulatory policy position papers and presenting at industry conferences and trade show events.
