Job Description:

This position is also responsible for EMS liaison--EMS background required with current Wisconsin EMS license. This job description indicates the general nature and level of work expected of the incumbent. It is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities required of the incumbent. Incumbent may be required to perform other related duties.

Job Responsibility:

  • Coordinates, monitors and evaluates plans designed to identify, evaluate, and alleviate risks in the Environment of Care (EC) that may adversely affect the life and/or health of patients, staff, and visitors
  • Develops and coordinates training programs and protocols for employees in the areas of awareness (preparedness), mitigation, response and recovery. This includes oversight of the hospital based Patient Decontamination program
  • Conducts onsite environmental tours and inspections to identify vulnerabilities and potential hazards by applying both principles of risk and safety management and emergency preparedness planning and response
  • Works closely with the agency and/or external representatives having jurisdiction on safety related inspections by accompanying them on tours and actively participates in any required corrective action
  • Monitors compliance with TJC (The Joint Commission on Accreditation of Health Services), OSHA (Occupational Safety and Health Administration), NIOSH (National Institute for Occupational Safety and Health), and other city, state and federal regulations as they relate to emergency preparedness and environment of care. Works with management in following up and correcting identified concerns and compliance issues
  • Identifies and collaborates with site leadership/staff to develop site emergency readiness plans to include training, equipment needs, communication needs, facility needs and other issues as identified
  • Serves as a resource and liaison with external markets/agencies such as Public Health, WHEPP (Wisconsin Hospital Emergency Preparedness Program), city, county and state emergency management, as it relates to emergency preparedness. Serves as an emergency management liaison to assigned facilities to ensure consistency in emergency preparedness planning, exercise development and equipment selection
  • Chairs the EC safety committee and completes/maintains all required documents (i.e. committee minutes, risk assessments, management plans, annual evaluations, and other communications with administration and staff). Assists in the application for hospital funding through state sponsored initiatives
  • Prepares reports to site administrators or regulatory agencies as required. Provides information and analyzes data allowing management/staff to evaluate key issues, identify opportunities for improvement, and take preventive measures as needed
  • Reviews, develops and implements safety and emergency preparedness policies and procedures while following regulation standards in collaboration with leadership
  • acts as a liaison and resource between pre-hospital care providers, the community, public officials, local technical colleges, supported hospitals and providers, to promote improved quality of pre-hospital care as it relates to educational needs and continuity of care among pre-hospital care delivery systems

Requirements:

  • Bachelor's Degree in Safety or related field
  • Typically requires 3 years of experience in safety, environment of care, and emergency preparedness
  • Knowledge in OSHA, TJC, NIOSH regulations, and other city, state, and federal regulations related to safety and emergency preparedness
  • Proficient in the use of Microsoft Office (Excel, Access, PowerPoint and Word) or similar products
  • Excellent communication and presentation skills
  • Ability to develop rapport and maintain positive, professional relationships with a variety of staff, physicians, and agencies
  • Demonstrated ability to effectively make critical, independent decisions
  • Excellent organization, prioritization and problem solving skills
  • Ability to follow through on projects/assignments to completion independently
  • Must be able to sit, stand, walk, lift, squat, bend, reach above shoulders, and twist frequently throughout the workday
  • Must be able to lift up to 10 lbs. regularly and up to 50 lbs. occasionally
  • Must have functional speech, vision, smell, touch and hearing
  • Must be physically able to wear and function in a Level C protective suit for training, simulation and actual responses to decontamination needs
  • Operates all equipment necessary to perform the job
  • EMS background required with current Wisconsin EMS license

  • Registration as a Medical Laboratory Scientist (MT, MLS, CLT, CLS) by the Board of Registry as ASCP, AMT, AAB (AAB with 15 years experience) or equivalent
