Reporting to the Head of Emergency Preparedness, Resilience and Response (EPRR) the post holder is responsible and accountable for supporting Head of EPRR to ensure the Trust has the necessary systems and processes in place to respond to planned and unplanned events that impact on the Trusts ability to deliver its core functions. The focus must be on protecting the Trust, its staff and the patients it serves.
Job Responsibility:
Support the Trusts response to the EPRR agenda working with Divisional and Corporate leads
Be a subject matter expert for EPRR matters within the Trust and act as a conduit for all guidance and information during incident response and on a day-to-day basis
Work autonomously, making highly complex decisions daily
Development, approval and review of EPRR related plans and policies
Support ensuring EPRR corporate responsibilities are met
Designated CBRN trainer for the trust
Develop and maintain internal and external relationships with all partner agencies
Support the design, development, planning and implementation of all arrangements relating to Trust preparedness, resilience and, ability to respond to incidents and emergencies
Lead on the review of relevant Trust polices specifically those related to Business Continuity Management
Provide strategic guidance and lead on the design, production, review and validation of Business Continuity Management plans
Provide management support and direction to Divisional colleagues on the production and review of Trust and service level BCM contingency plans
Lead or support on BCM training, exercising and awareness raising sessions across the Trusts
Requirements:
Degree-level qualification or equivalent professional experience in emergency management, risk, resilience or related discipline
Evidence of postgraduate study or equivalent experiential learning at Master's level
Formal training in Incident Command (JESIP or equivalent)
Business Continuity Management Certification (e.g. BCI, ISO or equivalent)
Evidence of continued professional development
Understanding of statutory duties under Civil Contingencies legislation and NHS EPRR Framework (via experience or training)
Significant experience in EPRR within an NHS or comparable high-risk organisation
Experience of developing and implementing Major Incident Plans
Experience of leading or coordinating multi-agency exercises
Experience of Business Continuity programme management
Experience of providing assurance reporting to senior leadership
Experience of managing complex incidents or contributing to real-time incident response
Nice to have:
Master's degree in Emergency Management, Risk, Healthcare Leadership or related field
Accredited Business Continuity qualification (e.g. CBCI, DBCI or equivalent)
Major Incident or Multi-Agency Tactical Command qualification
Leadership qualification (e.g. NHS Leadership Academy program)
Train-the-trainer qualification for emergency preparedness education
