Under the general supervision of the Emergency Manager, incumbent performs professional and administrative work in the planning, development, coordination, implementation, and execution of a comprehensive emergency preparedness program. An employee in this classification is responsible for analyzing programs, conducting research, interpreting data, coordinating inter-agency communication/operations, developing outreach activities, coordinating volunteers, and improving existing systems and efforts as applicable.
Job Responsibility:
Coordinates, develops, and updates comprehensive emergency management plans and operations to mitigate, prepare for, respond to and recover from the effects of any and all natural, manmade, or technological hazards
assesses current emergency response capabilities and develops procedures to address them
Drafts policies, procedures, and various emergency management checklists
develops, writes, maintains, and updates forms, logs, resources and phone lists, manuals, standard operating guidelines, and other procedural information for emergency operations
Coordinates emergency management plans, procedures, and resources with all City departments, and other local, regional, state, and federal response agencies
Disseminates emergency warnings and notifications to City staff and the public
Advises City staff on threat/situational awareness, emergency operations, preparations, and plans
Develops contingency plans for City services for emergencies, special and unique projects and programs
Reports to the Emergency Operations Center during emergency periods and assists with running EOC operations
Prepares and disseminates Incident Actions Plans, Situation Reports and other documentation during emergency periods
Assists with emergency management training development and coordination to include state and federal standards
Coordinates emergency preparedness activities, training programs, operations drills, and disaster simulation exercises with City departments and partners to prepare residents and staff to respond quickly and effectively in emergencies
Assists City staff with documentation of expense and reimbursement activities during emergencies
Assists with presentations and other outreach activities for citizens and community groups regarding prevention, identification and preparedness in emergency situations
participates in other public relations activities in support of the emergency preparedness program
Prepares and disseminates educational materials and programs to assist residents in preparing for emergencies both in the home and at work
promotes emergency safety programs
Assists with recruiting and directing volunteers to assist the City during day-to-day and emergency situations
Works with Public Works, Public Utilities, Police, Fire Rescue and other departments to manage environmental issues relative to identifying hazards
developing remedial plans
coordination of issues with other City staff
Develops emergency management plans/strategies for special events organized by the city
Assists in preparation of grant applications and accreditation
Assist with benchmarking assessments of other agencies to identify best practices
Conducts departmental needs assessments
Executes all duties in a dynamic environment
Performs administrative and clerical duties such as answering phone calls, filing, scheduling, etc
Requirements:
Possession of an Undergraduate (Bachelor’s Degree) from an accredited college or University or with a major in Emergency Management, Safety, Public, or Business Administration or related field
three (3) years of experience in emergency management, emergency services, or public safety
or any equivalent combination of education, training and experience
Completion of Incident Management System (ICS) 100, 200, 700, and 800 required
Completion of G-300 and G-400 courses must be completed within one (1) year of hiring if not already attained
Valid Driver’s License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Nice to have:
Public Affairs and/or community outreach experience a plus
Master’s Degree in Emergency Management, Safety, Public, or Business Administration or related field
Associate Emergency Manager (AEM), Certified Emergency Manager (CEM), Florida Associate Emergency Manager (FAEM) or Florida Professional Emergency Manager (FPEM) certification
Fluency in Spanish
Proficiency in WebEOC, Everbridge and social media applications
