Are you a strategic professional with extensive leadership skills and the ability to drive critical, high profile policy reform to achieve optimal outcomes on a national scale? I am currently partnering with a key client in the disability sector with an exciting and specialised role of Director - Policy and Strategy (EL2 equivalent). This is a critical role within the Intermediary Reform Branch providing policy leadership, complex analysis, and strategic implementation. As the Director - Policy and Strategy, you will lead reform projects in line with the agency's wider program of work. Reporting directly to the Branch Manager , you will head teams to develop high-standard reform policies, strategies, and corporate documents. This role requires a collaborator who connects people and ideas, managing complex authorising environments and applying sound judgment to navigate sensitive issues in a timely manner.
Job Responsibility
Leading teams to translate policy intent into robust service models, provider panels, and market-ready procurement/tender documentation
Guiding design briefs for new service models and managing complex reform programs with minimal ramp-up time
Undertaking strategic market engagement and designing funding, performance, and quality frameworks
Responding to high-pressure, rapid ministerial and executive requests regarding service design, market analysis, and funding complexities
Navigating competing priorities and stakeholder environments to balance policy intent with operational feasibility
Requirements
Proven leadership experience within the public sector delivering end-to-end government reform, policy, and complex implementation (not just policy development)
Deep expertise in strategic commissioning, including translating policy into market-ready procurement structures
Demonstrated ability to operate and lead effectively within a high-pressure, complex authorising environment with political/ministerial oversight
Superior communication, negotiation, and influencing skills to manage diverse, high-level stakeholder groups
Sound judgement, decision-making capabilities, and system-level governance skills
Knowledge of the disability or social services sector, including an understanding of legislation and Commonwealth procurement rules
A relevant bachelor's degree or equivalent high-level public sector work experience
