Job Description:

This position is responsible for developing, funding, and implementing comprehensive community and economic development plans, programs, and services in accordance with all applicable laws and City of Pascagoula policies and procedures, with a strong emphasis on retail and commercial development, business attraction, expansion, and revitalization of key commercial corridors and activity centers within the City.

Job Responsibility:

  • Developing, funding, and implementing comprehensive community and economic development plans, programs, and services
  • Serving as the City’s business retention and community development strategist
  • Assisting the City Manager in developing short and long-term economic and community development plans
  • Assisting in developing an overall vision for the City’s economy
  • Assisting in identifying and prioritizing economic development opportunities
  • Preparing and monitoring departmental and project budgets
  • Planning, organizing, and prioritizing workloads and staff assignments
  • Training, motivating and evaluating assigned staff
  • Working with Grant Administrator to research and prepare grant applications
  • Providing accountability and control systems for progress payments, reports, reimbursement requests, file maintenance, contract compliance and closeout procedures
  • Providing professional planning and development advice
  • Coordinating and communicating with the City Council, administration, other departments, private businesses, individuals, and groups
  • Acting as a liaison with state and federal agencies
  • Monitoring pending legislation or ordinances
  • Negotiating and coordinating professional service contracts
  • Attending professional development workshops and conferences
  • Coordinating with City staff and developers
  • Remaining up to date on national business trends, expansions, and closures
  • Developing and managing creative methods to maintain existing businesses
  • Managing City incentive programs
  • Serving as an advocate for business owners and stakeholders
  • Strategizing and managing tourism and promoting the area to retirees
  • Providing project oversight for several municipal capital projects

Requirements:

  • Master’s degree in Public Administration, Planning, or a closely related field preferred
  • Minimum of five (5) years of substantial technical and managerial experience in urban development, planning, and grant writing
  • Computer proficiency in MS Word and MS Excel
  • Thorough knowledge of modern theories, principles and practices of urban planning and community development
  • Thorough knowledge of federal and state grant application administration and management
  • Thorough knowledge of public administration
  • Thorough knowledge of the community, its needs, growth potential and resources
  • Valid driver’s license

Nice to have:

  • Previous experience with MUNIS software
  • Certified Economic Developer (CED)
  • Certified Economic Development Finance Professional (EDFP)
