The Dry Utility Supervisor serves as a point of contact for customers through the entitlement, review, permitting and inspection process. This position monitors, assists and coordinates utility installations and relocations in public rights-of-ways and easements with active and proposed private and City development projects. Incumbents coordinate, facilitate and monitor progress of dry utility installations on development projects as assigned and supervises dry utility plan review and inspection staff.
Job Responsibility:
Supervises dry utility plan review and inspector staff overseeing private dry utility installations in rights-of-ways and public easements.
Prioritizes and assigns work, directing and monitoring activities, conducting performance evaluations, ensuring staff are trained and follow policies and procedures, mentoring, recommending and or delivering training and maintaining a healthy and safe work environment, and making hiring and disciplinary recommendations.
Monitors permits from issuance through closeout to ensure compliance with applicable codes, policies, and technical agreements. Coordinates across internal teams and external stakeholders to track project milestones, ensure work is completed in accordance with regulatory obligations and industry best practices.
Coordinates dry utility installations with private development, CIP, and city maintenance projects.
Maintains notes and records regarding project status and problem-resolution within current permitting and inspections software.
Investigates and responds to infrastructure failures and complaints related to dry utility installation in the right-of-way.
Requirements:
Formal Education/ Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Experience: Minimum five years experience in a related field, with a minimum of two years in a supervisory position.
Certifications and Other Requirements: Valid Driver’s License.
Reading: Work requires the ability to read general correspondence, construction plans and specifications, documents, engineering technical standards, installation standards, and engineering manuals.
Math: Work requires the ability to perform engineering calculations, trigonometry, algebra, geometry
and general math calculations such as addition, subtraction, multiplication, and division.
Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and to enter and retrieve project data utilizing the City’s computerized tracking system.
Managerial: Complex - Work requires supervising and monitoring performance for a regular group of employees including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.
Budget Responsibility: Moderate – Oversees budget preparation of a program budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties.
Technical Skills: Comprehensive Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Interpersonal/Human Relations Skills: Moderate - Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations.

Having knowledge of local dry utility provider standards, and their integration into public and private infrastructure projects is highly desirable.
Ability to remain calm under pressure and have a continuous improvement mindset with excellent verbal and written communication skills.
Strong computer skills including Accela, ProjectDox, GIS, and Microsoft Office software are required of this position.
Have training or certification in utility coordination, plan review, construction inspection, and civil project management.
