The DNA Technical Leader (TL) oversees and coordinates all training, quality and technical aspects of the DNA Casework and DNA Databank Units (DNA Section) within the Division of Forensic Sciences (DFS). This position is responsible for ensuring the DNA Section’s compliance with the Wisconsin State Crime Laboratories’ quality system and accreditation criteria as well as compliance with FBI Quality Assurance Standards (QAS). This includes but is not limited to evaluating the Section’s training program, resolving technical issues, and overseeing validation of new methods and procedures in the Section. This position also works closely with two Assistant DNA Technical Leaders to accomplish training, quality, and technical duties.
Job Responsibility:
Oversees and coordinates all training, quality and technical aspects of the DNA Casework and DNA Databank Units (DNA Section) within the Division of Forensic Sciences (DFS)
Responsible for ensuring the DNA Section’s compliance with the Wisconsin State Crime Laboratories’ quality system and accreditation criteria as well as compliance with FBI Quality Assurance Standards (QAS)
Evaluating the Section’s training program, resolving technical issues, and overseeing validation of new methods and procedures in the Section
Serves as the coordinator of the DNA Unit Quality Committees and the document manager for the DNA Section manuals
Perform complex scientific analyses and issue reports, provide technical assistance, and testify in court as an expert witness
Requirements:
Master's degree in biology, chemistry or forensic science-related area and shall have successfully completed at least 9 credit hours of coursework in biology- or chemistry-related areas that provide an understanding of the foundation of DNA analysis and have successfully completed coursework in statistics or population genetics. The required coursework shall include at least one graduate level course
Minimum of three years of human DNA experience as a qualified analyst on forensic samples
Utilizing the Combined DNA Index System (CODIS) as an authorized NDIS user
Using instrument software (i.e. ABI 7500, 3500xl)
and data analysis software associated with DNA testing (i.e. GeneMapper ID-X and STRmix)
Applying quality assurance and quality control procedures in a forensic laboratory setting
Communicating scientific findings to communities, law enforcement, and courts of law
Training others on routine and complex matters through the explanation, justification, and/or discussion of a variety of processes and procedures requiring a logical presentation of appropriate facts, information, or analysis
Currently or previously qualified in STR and Y-STR data analysis and interpretation
Experience in a forensic science discipline or unit within an ISO 17025 accredited laboratory while contributing work to maintain ISO accreditation and QAS standards
Nice to have:
Processing DNA samples using Promega PowerQuant, Fusion 6C, and Y23 chemistries in a DNA forensic setting
Use of an NDIS-approved expert system interpretation software such as GMID-X
Using robotic instrumentation, such as the Hamilton Star/Starlet platforms, EZ1, QIAcube
Experience with familial searching
Experience with 7500, ProFlex, and 3500xL instruments
Experience as a qualified assessor conducting external audits to QAS and ISO 17025 standards
Experience with BEAST.NET, STACS-DB, and Ideagen Quality Management systems
Experience abiding by statutes governing criminal and non-criminal-justice agencies data systems and public safety environments, including knowledge of various functions (i.e., courts, prosecutors, criminal defense, corrections, criminal history records, law enforcement, transportation, etc.)
