Job Description

Our client is looking for a Director, Payroll Tax & Compliance. The position is hybrid in Los Angeles, CA. Salary: $160,000 - $197,500

Job Responsibility

  • Oversee payroll tax compliance activities and coordinate with external providers responsible for tax reporting and garnishment administration
  • Maintain adherence to federal, state, and local tax regulations by ensuring accurate withholding, filings, and payments
  • Review payroll tax balances, reconcile tax-related data, and support year-end wage and tax reporting requirements
  • Evaluate complex tax scenarios involving employee relocations, stock compensation, benefits programs, and multi-jurisdiction taxation
  • Coordinate tax withholding processes for globally mobile employees and partner with external advisors as needed
  • Provide technical expertise on payroll tax regulations, legislative updates, and compliance considerations
  • Support business changes such as acquisitions, entity formations, restructurings, and expansion into new locations
  • Monitor vendor performance against service expectations and facilitate resolution of processing or compliance issues
  • Handle tax notices and agency correspondence through investigation, escalation, and corrective action processes
  • Participate in audits and government inquiries by preparing documentation and resolving identified discrepancies
  • Collaborate with Payroll, HR, Finance, Legal, and other stakeholders to improve processes and strengthen controls
  • Foster team development through coaching, knowledge sharing, and operational leadership

Requirements

  • 8+ years of payroll tax/payroll operations experience in large, multi-state and multi-entity organizations, including remote workforces
  • 10+ years of leadership experience managing and developing teams
  • Strong knowledge of federal, state, and local payroll tax, wage and hour, garnishment, and compliance requirements
  • Experience working with third-party payroll tax vendors and supporting audits, issue resolution, and compliance initiatives
  • Background supporting M&A, payroll integrations, organizational changes, and large-scale payroll operations
  • Working knowledge of taxation related to global mobility, employee benefits, and equity compensation programs
  • Proven ability to partner with cross-functional stakeholders, solve complex payroll tax issues, and implement process improvements
  • Strong communication, leadership, and analytical skills, with proficiency in Microsoft Office applications

  • Lead and oversee the internal Payroll Tax team and third-party tax and garnishment services vendor to ensure the integrity and accuracy of filings of employment taxes and garnishment remittances
  • Ensure that all federal, state, and local payroll taxes are correctly withheld, reported, paid, and filed in compliance with laws and regulations
  • Ensure the accurate, timely review and reconciliation of federal, state, and local taxable wages and withholding tax, unemployment tax, and disability insurance tax for multiple legal entities in the U.S. This includes the review of year-end W-2 balancing and related federal and state agency forms to the payroll system
  • Analyze payroll tax issues and provide recommendations for solutions relating, but not limited to, employee mobility, reciprocal taxation, equity compensation, employer-provided fringe benefits, and local taxation
  • Manage payroll tax withholding obligations and processing for inpats
  • Coordinate expat tax withholding obligations and processes with appropriate third-party services
  • Act as the payroll tax subject matter expert, advising on payroll tax law, regulatory changes, and compliance requirements
  • Lead payroll tax initiatives tied to organizational changes, including M&A, new entity setup, and geographic expansion
  • Manage and enforce SLAs with external tax vendors, holding them accountable for performance, accuracy, and timely delivery of services
  • Manage the lifecycle of tax notices by implementing SLAs, root cause analysis, and strategic vendor oversight
