Job Description:

Director of Regulatory Affairs position responsible for supporting the development and implementation of Aetna Better Health of Virginia's comprehensive state regulatory affairs and account management strategy, focusing on engaging with Virginia Medicaid Agency and other state healthcare regulatory agencies.

Job Responsibility:

Supporting the development and implementation of Aetna Better Health of Virginia's comprehensive state regulatory affairs and account management strategy
Engaging with state healthcare regulatory agencies with emphasis on the Virginia Medicaid Agency
Identifying, developing, and managing strategic relationships with Virginia state and local agencies, community-based organizations, and key stakeholder advocacy and trade associations
Monitoring state regulatory activity and assisting in implementation of key state priorities
Monitoring and responding to all state regulatory inquiries
Coordinating with coalitions and stakeholders
Representing Aetna Better Health of Virginia in discussions with regulatory agency staff
Oversight and implementation of key state level initiatives and projects
Receiving and processing state-level inquiries and complaints
Drafting formal responses, letters, and regulatory submissions
Oversight of internal business owners in meeting state regulatory filing requirements
Tracking implementation of laws and regulations relevant to Medicaid managed care operations
Building relationships with key state regulatory agencies
Developing educational resources and tools for effective regulatory advocacy
Monitoring and attending public state and local level regulatory meetings

Requirements:

At least 5 years of experience in public policy with a focus on state regulatory issues, especially Medicaid policy
Experience working directly with or within state regulatory agencies or state Medicaid programs
Demonstrated interest in and commitment to improving healthcare outcomes for underserved populations or individuals on Medicaid
Experience with stakeholder engagement and coalition-building
Must be based out of Virginia
Strong understanding of state regulatory processes, particularly in health and human services
Excellent organizational, verbal (including public speaking), and written communication skills
Ability to draft persuasive and well-reasoned policy documents, comments, and recommendations
Capable of managing multiple projects and deadlines in a fast-paced environment
Comfortable working independently and collaboratively as part of a team
Willingness to travel to attend meetings as required
Proficiency with Microsoft Office and Teams
Bachelor's degree in a related field (public policy, public health, political science, social work, healthcare administration, or related discipline) required

Nice to have:

Master's degree preferred
Familiarity with state Medicaid programs and managed care regulations
