The Team: Core Delivery Products EMEA Core Delivery Products (CDP) builds the ads systems that power Meta's business. Our team owns technology and products across targeting, optimization, and ads quality that powers 98% of Meta revenue. This is a London-based team that ships products that regularly feature in Meta's earnings reports. The Role We are looking for a Director of Product Management to lead two high-impact areas: Ads Targeting and Countries Monetization. This is a people management role leading a team of PMs, partnering with an Engineering Director and a full team of engineers, data scientists, product designers, data engineers, UX researchers, and content designers. You will have direct exposure to senior execs at Meta. Ads Targeting Targeting is front and center of everything ads at Meta. It determines how businesses express who they want to reach, shapes the ads people see, and underpins how we explain to people why they saw a particular ad. This team shipped many of Meta's first Advantage+ products and continues to drive the automation agenda forward. You will own, develop, and execute the multi-year product strategy for ads targeting — charting the journey as we incorporate AI more deeply into our system and extracting performance from user state signals and customer-advertiser relationships. Beyond strategy, you will run the business day-to-day: managing risk, legal, and policy implications, handling product reliability and performance, and representing the team across the company. Countries Monetization This is a newly incubated team based in London focused on growing revenue in undermonetized countries — a long-term strategic bet with significant upside. You will lead the team through its formative phase: executing hypothesis testing and prototype development, landing resource plans, and refining a 2-5 year strategy to meet the opportunity size.

Job Responsibility:

  • Own the end-to-end product strategy and roadmap for ads targeting and countries monetization across a 100+ person organization
  • Define the post-automation product vision for targeting — determining how Meta extracts performance from user states, advertiser relationships, and new signal sources
  • Incubate and scale the countries monetization program from early prototyping through to a fully staffed, high-impact team
  • Lead, grow, and develop a PM team including managing managers
  • Drive senior alignment with engineering, data science, research, policy, and legal partners across Meta
  • Represent the team in executive forums, earnings-relevant product reviews, and external legal/regulatory contexts
  • Run the business: own reliability, escalations, risk management, and operational health of targeting products that touch nearly all Meta ad revenue

Requirements:

  • Technical foundation - Degree or significant experience in a quantitative discipline — computer science, engineering, mathematics, physics, economics, or related field
  • ML product experience - Track record building ML-powered products that optimize for measurable outcomes — not wrappers, but products involving data pipelines, experimentation, optimization functions, and model development. Experience with search, ranking, retrieval, or algorithmic systems is strongly preferred
  • Ad tech depth - Solid understanding of the ads ecosystem — how ad platforms work, how advertisers derive business value, and how targeting, bidding, and auction systems interact. This is one of the leading ad tech product roles globally and requires genuine domain expertise
  • Senior stakeholder management- Demonstrated ability to communicate clearly and influence at the executive level, including with external stakeholders, legal, policy, and regulatory bodies. High degree of ownership over outcomes
  • People leadership - Experience managing and developing PM teams, including growing managers. Track record of building high-performing teams in ambiguous, high-stakes environments
  • Strategic range - Ability to operate across a mature, scaled business (targeting) and an early-stage incubation (countries monetization) simultaneously — balancing execution discipline with 0-to-1 thinking
