Job Responsibility
Strategic Narrative Stewardship: Provide leadership in developing media strategies that move beyond reactive issues management to proactively build trust and confidence among the workforce, media partners, and the Victorian community
High-Level Authoritative Advice: Act as a strategic advisor to the Chief Commissioner and Executive Leadership Board, offering assessments on emerging public sentiment, reputational risk, and the long-term trust implications of communication approaches
Complex Executive Briefing: Develop detailed briefs for executive management on sensitive issues, clearly articulating the impacts on community trust, workforce confidence, and downstream organisational risk
Empowered Leadership: Lead significant change whilst fostering a working environment that encourages staff to seek challenges while embedding high standards of professional judgment and resilience in a high-pressure, scrutinised environment
Strategic Partnerships: Represent Victoria Police at the highest levels of government and the public sector, maintaining professional relationships with media organisations that support public debate while safeguarding operational integrity and victim welfare
Continuous Improvement: Drive measurable improvements in the efficiency of frontline service delivery by ensuring the media function is aligned with broader organisational strategy and governance frameworks
Workforce Wellbeing: Ensure that people-related strategies account for the impact of public scrutiny and media exposure on the health and safety of the workforce
Requirements
Senior Leadership: Outstanding leadership capabilities and a record of delivering innovative media approaches and strategic communications in complex, political environments
Professional Expertise: Extensive senior-level experience in corporate communications, media plans and public relations with a deep understanding of the media's role in achieving organisational objectives
Team & Strategy Development: Proven experience in leading change whilst building high-performing teams and the analytical skills to deliver organisational-wide media programs
Public Sector Insight: Sound understanding of public sector complexities, ideally within emergency services, and experience advising senior management on sensitive issues
Stakeholder Engagement: Exceptional consultation and negotiation skills to drive outcomes for a range of government and non-government stakeholders
Ethical Commitment: A proven record of ethical behavior and commitment to the Victoria Police Code of Ethics and Conduct
Security Clearance: Ability to obtain and maintain a National Security Clearance to the determined level
Citizenship: Applicants must be an Australian Citizen or hold a valid work permit or visa
Pre-employment Checks: Includes National Police Check, Fingerprint checks, and misconduct screening
Qualifications: A degree in journalism, public relations, or communications is highly regarded
