Microsoft Cloud Operations + Innovation (CO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide. The Air Gapped Cloud (AGC) Delivery & Execution organization within CO+I is accountable for the delivery of secure, mission‑critical infrastructure, translating demand signals into executable and predictable capacity delivery across highly-regulated environments. The organization serves as the single‑threaded owner for infrastructure delivery and execution, integrating E2E Program Management, Datacenter Development, Construction, Integration, and Readiness from early planning through operational handoff, while enforcing security, safety, quality, and compliance standards.

Job Responsibility:

  • Lead construction execution for AGC data center projects from mobilization through commissioning and handover
  • Own construction milestones including construction start, structural completion, MEP completion, and site readiness
  • Ensure alignment between construction execution and integrated master schedules
  • Enforce Microsoft safety standards and ensure a strong safety culture across all construction activities
  • Ensure compliance with regulatory requirements, quality standards, and design intent
  • Uphold AGC security protocols including access control, information handling, and site security requirements
  • Lead and develop Construction Managers and field teams, setting clear expectations and execution standards
  • Manage EPCs, general contractors, and trade partners with accountability for performance, risk mitigation, and contract compliance
  • Collaborate closely with Design & Engineering, IT Integration, Cost Management, Supply Chain, and Security Operations teams
  • Identify construction risks and constraints early and drive mitigation strategies
  • Manage construction change impacts ensuring cost, schedule, and security implications are clearly understood and governed
  • Escalate issues with clear options, recommendations, and data-backed tradeoffs
  • Provide clear, concise construction status reporting to AGC leadership
  • Forecast outcomes and communicate risks and mitigation plans
  • Capture lessons learned and drive continuous improvement and standardization across AGC construction delivery

Requirements:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 12+ years related experience OR equivalent experience
  • Active U.S. Government Top Secret/SCI Security Clearance
  • Verification of U.S. citizenship
  • Ability to pass Microsoft Cloud background check upon hire/transfer and every two years thereafter

Nice to have:

  • 10+ years of experience leading large, complex construction projects
  • Demonstrated experience managing EPCs and contractors in regulated or secure environments
  • Strong knowledge of construction means and methods, sequencing, safety programs, and quality systems
  • Experience delivering hyperscale data center construction projects
  • Familiarity with Microsoft government, defense, or highly regulated construction programs
  • Strong financial acumen including construction cost control, forecasting, and change management
  • Proven ability to influence and lead across matrixed organizations
