Under general direction of the Vice President or Dean, Students, plans, organizes, directs and integrates the operations of the college's Disabled Students Programs and Services (DSP&S); determines program needs, formulates action plans and works with faculty and staff to provide auxiliary aids and accommodations to students with verified disabilities to support educational goals; develops and monitors the program budget; ensures the college and related centers comply with state and federal regulations and requirements; and performs related duties as assigned.
Job Responsibility:
Plans, organizes, directs and integrates the operations of the college's Disabled Students Programs and Services (DSP&S)
determines program needs, formulates action plans and works with faculty and staff to provide auxiliary aids and accommodations to students with verified disabilities to support educational goals

ensures the college and related centers comply with state and federal regulations and requirements

Plans, organizes, directs, controls, integrates and evaluates the work of the DSP&S programs
Participates in the selection of full-time and adjunct faculty
Directs and manages the performance of assigned employees
Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment
Participates in the development and implementation of District/college strategic plans, goals and objectives
Ensures college compliance with all federal and state regulations regarding equitable student access to facilities and instructional programs
Develops and implements strategies and plans to provide support services, auxiliary aids, interpreter services and accommodations to students with verified physical, psychological, learning or other disabilities and evaluates the effectiveness
Anticipates the unique disabilities requirements of veterans of military service and develops an appropriate service response
Acts as a resource to identify architectural and accessibility-related barriers on the college campus and in associated educational centers
With employees, provides for diagnostic assessment of student support needs and development of the most effective courses of action to meet individual student requirements and preferences
Through employees, ensures faculty are provided professional development opportunities, resources and support to properly adapt course curricula, visual and written materials and teaching methods to serve the learning needs of disabled students
Plans, organizes and manages the effective delivery of DSP&S instructional programs
Oversees the selection, purchase, inventory, maintenance and usage of assistive equipment and software
Develops and manages District-wide software, tools, databases and program-tracking mechanisms
Makes presentations to diverse audiences, including to the Board of Trustees and to other board-level groups
Recommends, develops, implements, and revises policies, procedures and operational guidelines
Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements
Represents the college and participates in state and national program training and development and professional group meetings
Serves on or leads committees, workgroups and task forces, and represents the District/college at local, regional, state and national conferences, meetings, workshops and training seminars
Requirements:
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices
Must meet the minimum qualifications for a DSP&S counselor or instructor, or for an educational administrator
DSP&S Counselor Minimum Qualifications: A master's degree in rehabilitation counseling
or A master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a bachelor's degree in marriage and family therapy or in marriage, family and child counseling, and possession of a license as a Marriage and Family Therapist (MFT)
and Fifteen or more semester units in upper division or graduate-level course work specifically related to people with disabilities
or Completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a post-secondary Disabled Students Programs and Services (DSP&S) Program or in a program dealing predominantly or exclusively with people with disabilities
or Two years of full-time experience, or the equivalent in one or more of the following: (A) Counseling for students with disabilities
or (B) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent
DSP&S Instructor Minimum Qualifications: A master's degree in the category of disability, special education, education, psychology, educational psychology, or rehabilitation counseling
and Fifteen semester units of upper division or graduate study in the area of disability, to include but not limited to: (A) Learning disabilities
(B) Developmental disabilities
(C) Deaf and hearing impaired
(D) Physical disabilities
or (E) Adapted computer technology
Educational Administrator Minimum Qualifications: A master's degree from an accredited college or university and one year of formal training, internship or leadership experience reasonably related to the administrator's administrative assignment
or Possession of a valid California Community College Supervisory Credential
and Two (2) years of full-time experience or the equivalent within the last four (4) years in one or more of the following fields: Instruction or counseling or both in a higher education program for students with disabilities
Administration of a program for students with disabilities in an institution of higher education
Teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities
or Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities
Licenses, Certifications and Other Requirements: A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program
Nice to have:
Experience and skill with addressing issues of equity
recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes
willingness to examine and remediate one's relational practices to more effectively engage and support racially minoritized students
and a commitment to participatory governance, consensus building, and team approach to management
