Job Description

The Director, Delivery Excellence & Governance is accountable for strengthening, standardising, and evolving the existing delivery system that enables IT to deliver reliably, predictably, and compliantly at scale. Building on existing delivery practices, frameworks, and tooling, this role focuses on bringing greater clarity, consistency, and control to how delivery is executed today. The role evolves the current delivery framework while progressively introducing more adaptive and agile practices in targeted areas where they materially improve team effectiveness and delivery outcomes. It establishes clear, usable standards and governance ensuring expectations are explicit, compliance is embedded into ways of working, and teams are supported to deliver with confidence. This is a transformation role, requiring the ability to bring the organisation on the journey - shaping mindsets, improving ways of working, and driving measurable improvements in delivery predictability, quality, and transparency.

Job Responsibility

  • Assess the current delivery framework, tooling, and standards to identify gaps, inconsistencies, and areas of ambiguity, establishing a clear baseline and prioritised improvement roadmap
  • Evolve and strengthen the existing delivery framework to enable predictable, consistent, high-quality execution across a complex portfolio, through clearer standard work, artefacts, and lifecycle expectations that are practical and outcome-focused
  • Embed compliance by design into delivery ways of working, ensuring the framework, standard work, and artefacts are consistently applied and clearly evidenced
  • Ensure consistent adherence to delivery standards and the framework across all initiatives through active governance, assessing quality, compliance, and readiness
  • Shape and enhance the delivery tooling ecosystem to reinforce consistent ways of working for planning and execution, and provide transparent, trusted portfolio insight
  • Design and deliver targeted training to ensure the framework, tools, and standards are consistently understood, adopted, and applied across the organisation, building a high level of proficiency within the delivery community
  • Drive continuous improvement across delivery by identifying framework and systemic constraints, executing targeted improvement initiatives, and embedding a culture of learning and transparency that delivers measurable gains in performance
  • Build and embed a pragmatic hybrid delivery capability, introducing and scaling agile practices selectively where they deliver measurable improvement
  • Lead and develop a team of delivery transformation practitioners to strengthen execution capability across the organisation, including the targeted introduction of agile practices where they improve team effectiveness

Requirements

  • Bachelor's degree in Business Administration, Information Technology, or related field
  • 10+ years' experience in PMO leadership or delivery governance within complex, enterprise-scale IT environments
  • Proven track record of establishing and leading Delivery Excellence or similar functions, implementing governance frameworks across global, complex organisations
  • Strong understanding of governance, risk, and compliance, with hands-on experience operating within SOX and GxP environments
  • Demonstrated experience designing and evolving hybrid delivery models at scale, with a proven track record of introducing and scaling agile practices across multiple teams or programmes
  • Deep experience across delivery methodologies, including structured (waterfall), agile, and hybrid approaches
  • Strong leadership, communication, and stakeholder management skills, and experienced in driving adoption and behavioural change

Nice to have

  • Hands-on program and project management experience, with a strong understanding of planning, execution, and the delivery challenges inherent in complex, large-scale initiatives
  • Life sciences, healthcare, or other regulated industries
