A bachelor’s degree (B.A.) in engineering, telecom or business administration is required
A minimum of 10 to 15 years of experience in engineering, permitting, telecommunications, or related industry
A minimum of 5 years of senior leadership experience in an engineering and/or telecom environment.
Equivalent combination of education/job experience
Extensive experience in civil and/or telecommunications infrastructure, with a deep background in fiber optic network design, technology standards, deployment, and construction.
Expertise in navigating complex, domestic and offshore permitting processes and coordinating with various government agencies.
Experience leading and/or participating on global teams to provide procedural consistency and exchange best practices
Comfortable navigating ambiguity and change in different international business environments
In-depth knowledge of local ordinances, codes, and evolving regulations.
Ability to work in a matrixed environment with multiple levels of accountability.

Job Responsibility

Drive the strategic vision and execution of Congruex engineering initiatives to enhance system integrations and interoperability.
Collaborates with construction and cross-functional teams on value engineering opportunities and design constructability validation
Manages domestic and offshore engineering staffing needs for large projects and holds resources accountable for performance in partnership with matrixed leadership.
Assists in developing engineering organizations for large programs during the bid phase to ensure project demands can be met effectively.
Develops a comprehensive risk and opportunities matrix during the bid phase for large construction projects, identifying potential risks, opportunities for value engineering, and mitigation strategies to ensure project success and profitability.
Supports and audits all engineering teams involved in large projects to ensure resource utilization, quality and adherence to project requirements.
Develops, writes, and maintains standards for domestic and offshore engineering and permitting processes across all large programs to ensure consistency and efficiency.
Direct all activities related to securing necessary permits, licenses, and agreements from municipalities, utility companies, and other regulatory bodies.
Lead the permit review and audit process to establish standard cadences for all programs.
Reviews and provides feedback on engineering standards and best practices to optimize project design and execution during the estimating phase.

Requirements

A bachelor’s degree in business, real estate, law, engineering, or related field is required. In lieu of a bachelor’s degree, 10+ years of progressive experience in the Right-of-Way industry may be acceptable.
A minimum of 5 years of progressive experience in site acquisition with at least 2 years in a leadership or supervisory role.
Direct and extensive experience within the telecommunications (fiber optic network deployment) industry is required.
Proven experience in complex negotiations for easements, licenses, permits, and property acquisitions with diverse stakeholders (private, commercial, municipal, utility, tribal).
Demonstrated expertise in interpreting legal documents, title research, and land agreements.

Job Responsibility

Develop and implement comprehensive ROW acquisition strategies and intended outcomes for the scope, schedule, budget, and quality tailored for fiber optic network expansion and maintenance.
Serve as the primary lead for acquiring property and rights-of-way, negotiating and securing any state and local licensing, access agreements, easements, permits, and other land-use documents necessary for conduit, and fiber construction and deployment.
Lead negotiations with private landowners, commercial businesses, utilities, municipalities, and federal/state/county agencies for the purchase, lease, or use of property and rights-of-way.
Provide support in the development of the Request for Proposal (RFP)
Review and approve acquisition terms, ensuring alignment with project budgets, schedules, and legal requirements.
Oversee the preparation, execution, and recordation of all necessary legal instruments and ensure timely compensation payments, including collaboration with legal partners.
Interpret and enforce existing ROW agreements, easements, and permits, ensuring company assets are protected, and restrictions are observed by all parties.
Administrate planned and unplanned encroachments on fiber infrastructure, including negotiation of resolutions and enforcement of land use agreements.
Conduct or oversee detailed public and private record searches, title investigations, and inquiries to satisfy title requirements for fiber network projects.
Collaborate closely with legal counsel, engineering, construction, and project management teams on all ROW-related issues and interpretations.
