Job Description:

Under the direction of a Director, Assistant Director or Department Head, reviews, approves and inspects development plans and specifications for private land use development, right-of-way permits and other engineering projects. This is a responsible senior management position pertaining to work in the areas of planning, design, inspection, construction and coordination of public improvement, development, and engineering projects.

Job Responsibility:

Reviews, approves and inspects development plans and specifications for private land use development, right-of-way permits and other engineering projects
Processes plat applications, vacations, dedications, easements, agreements, and other encumbrances
Ensures compliance with City design, construction standards and applicable codes and regulations
Participates in and supervises design and construction professionals
Performs inspection of facilities under construction
Coordinates project activities with City employees, developers, consultants, contractors and other agencies
Oversees landscape plan review, permitting & inspection process
Schedules, assigns, and supervises work of other staff
Oversees analysis and review of traffic and design studies
Reviews and prepares comments for traffic impact related analysis
Provides technical expertise in plan review and project coordination
Participates in selection of design consultants and construction managers
Resolves conflicts during construction administration phase
Interprets plans and specifications
Approves minor design changes during construction
Serves on City’s Technical Advisory Committee
Prepares and presents reports and resolutions to City Council, Boards, Commission, community groups and public
Responds to public and elected officials regarding development review comments
Conducts and supervises instructional programs for subordinates
Makes recommendations regarding hiring, discipline, and promotion of subordinates
Authorizes leave and overtime
Evaluates and rates employee performance
Represents City positively
Performs other job duties as assigned

Requirements:

Bachelor’s Degree with major course work in civil engineering
Ten (10) years progressively responsible experience in the design and/or construction field
Three (3) years of supervisory/managerial experience
Registration as an engineer or have the ability to obtain the license within six (6) months from the initial date of hire
Valid Driver’s License with proof of automobile insurance
Acceptable background record
Acceptable driving record
Knowledge of the principles and practices of design and construction management
Knowledge of current literature, trends, products technology, and developments in civil engineering
Knowledge of principles of supervision, organization, and administration
Knowledge of laws, regulations, and codes applicable to design and construction
Skill in adapting approved methods and standards
Ability to use and learn new software packages
Skill in expressing ideas clearly and concisely, orally and in writing
Ability to establish and maintain effective working relations
Ability to supervise subordinates
Physical abilities: walk, sit, write, hear, speak, occasionally exert up to 20 pounds of force, fingering, specific vision abilities

Nice to have:

Master’s Degree with major course work in architecture, engineering, or construction management
Five (5) years of supervisory/managerial experience
