Development Manager – Kent (Hybrid) – Kent Housing Association. This is an exciting opportunity to join a thriving Development Team and play a key role in delivering high-quality housing developments and regeneration projects. The successful candidate will project manage schemes from concept through to completion, working collaboratively with internal teams, residents, and a wide range of external stakeholders. You will manage clients owned land and land-led development opportunities, overseeing planning negotiations, consultant teams, and the delivery of new homes while ensuring projects are delivered on time, within budget, and to the organisation’s quality standards.
Job Responsibility:
Project manage new-build and regeneration development schemes across the full project lifecycle
Review, appraise and develop West Kent owned land and potential land acquisitions with or without planning permission
Lead planning negotiations and manage the planning application process to secure successful outcomes
Procure and manage external consultants including architects, planners, valuers, and legal advisors
Work collaboratively with internal teams including Asset Management, Finance, Housing, and Surveying colleagues
Oversee cost plans, financial forecasts, and development programmes to ensure value for money and project viability
Manage development risks, contracts, and compliance requirements throughout the construction process
Engage with residents and stakeholders to support regeneration projects and community outcomes
Produce detailed reports and analysis for internal approvals, board reports, and executive decision-making
Support the delivery of departmental targets for new homes handed over each year
Requirements:
Experience delivering housing development projects through the full development lifecycle
Strong understanding of the planning system and the housing development process
Experience in project management, contract management, and development appraisals
Ability to analyse financial forecasts, cost plans, and development programmes
Strong stakeholder engagement and communication skills with the ability to influence and negotiate effectively
Experience producing detailed reports and presenting information for internal approvals
Proficiency in Microsoft Office (particularly Excel) and development systems such as Pamwin or similar
Driving licence and access to a vehicle to visit sites across Kent
Nice to have:
A professional qualification in construction, surveying, or project management is desirable but not essential
