Job Description

Provides operational and visionary leadership in the management of major functional areas of the Water Services Department. Manages highly complex and multi-disciplinary activities, personnel, budget, and resources in areas such as; Water and Wastewater Operations, Asset Reliability, Stormwater Management, and Equipment Maintenance. Exercises considerable independence in working with executives and managers of other City departments and agencies on problems relating to Water Services activities. Work involves representing all major program areas of the department, liaison activities, and coordination of special projects across the city, various divisions, regional and private sector activities.

Job Responsibility

  • Directs departmental divisions by providing innovative, visionary, and strategic oversight of assigned areas
  • Develops, implements, monitors, and improves upon policies, procedures, and processes
  • Provides effective communicative leadership throughout all levels of the organization and acts on the Water Services Director's behalf by assignment or delegation in director's absence
  • Establishes and maintains proactive and appropriate work environment, tone, and forward-thinking culture for all aspects of the organization
  • Directs employees involved in assigned areas, provides for administrative, technical, mechanical and physical support for divisional and departmental safety programs and operations
  • Advises city leadership on issues related to Water Services' activities
  • Oversees efforts to ensure fiscally prudent practices, including monitoring of expenditures and revenues, sound financial forecasts, and timely processing of transactions
  • Interacts with other City departments and represents the City when dealing with federal, state, county, and local agencies and media regarding Water Services Department operations and issues

Requirements

  • A bachelor's degree in public administration, business, engineering, water resources, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. Master’s degree is preferred
  • Seven years of responsible experience in planning, organizing and directing a public works or related operation, including four years in an administrative and supervisory capacity
  • Valid Driver’s License, any licenses or certifications in area of responsibility

  • Oversight of all State Parks and Historic Site operations, maintenance, and budgets within Wyoming State Parks designated District 6
  • Guide and direct superintendents regarding public relations, fee collection, operations and maintenance, visitor services, interpretive programming, personnel, and budget
  • Serve as a representative of both the Division and Agency Leadership Teams to help create, support, and implement statewide Division budgets, personnel allocation, rules and regulations, policies, and broader Division goals and initiatives
  • Personnel Management: Supervise all State Park and Historic Site permanent and seasonal employees within the Wyoming State Parks designated Shoshone District
  • Budget Management: Plan, create, allocate, and implement Shoshone District and site-specific biennial budgets
  • Equipment and Vehicle Management: Work with other District Managers and Deputy Directors to prioritize state-wide Division equipment purchases
  • Public Relations: Represent the Division of State Parks, Historic Sites, and Trails at various public meetings, special events, collaborative working groups, conferences, and engagements
  • Oversee the District's Buildings and Ground Maintenance: Ensure Shoshone District water systems, sewer systems, campgrounds, lodges, yurts, cabins, rental operations, concessions, visitor centers, and roads are assessed, documented, and receive appropriate maintenance funding
  • Customer Service: Work with superintendents and the senior management team to maintain initiatives, create and implement new initiatives, marketing techniques, and relevant programming to meet the changing needs of the Division and its visitors
  • Interpretation: Work with district superintendents, the district interpretive ranger, field staff, and planning and marketing staff to develop, implement, and promote high-quality, innovative, interpretive programming, signage, and exhibits at each district site
