We are seeking an experienced Deputy Requirements Lead for an opportunity with a large federal customer. The ideal candidate will have a proven track record of experience with supporting Momentum implementation activities in large federal programs, in a large cabinet-level organization which is essential to the successful performance of the program. The Deputy Requirements Lead will support the project leadership and the entire program providing leadership and guidance to each of the Team Leads and staff members. The Deputy Requirements Lead should be a self-starter who demonstrates initiative, interfaces well with multiple clients and has experience in taking ownership of work assignments. This position is remote but may require occasional domestic business trips to customer facilities primarily in Washington, DC and Austin, TX. Some overtime work may be required to support this fast-paced environment. Please note, this position is contingent upon award, expected January 2026.

Job Responsibility:

  • Implement an approach to capture, update and brief management on the business requirements for a financial and acquisition management system for a Cabinet Level Agency along with providing technical direction and guidance in the performance of analysis, requirements development, and implementation of Momentum
  • Lead requirements validation sessions to gather requirements including business user stories, features, and project roadmap with the VA team and associated contracted resources to properly understand outstanding requirements
  • Complete review of, and agreement to, the business requirements for full implementation of an integrated financial management system, including stakeholder needs, business requirements, business rules, requirements visualizations and requirements elaborations
  • Lead a team that will create, verify, and deliver Business Requirements and Artifacts, and detailed requirement specifications that provide a clear open purpose and are accompanied by acceptance criteria defined for functional testing or non-functional testing as required
  • Experience creating and updating a Financial Management Product Roadmap and an implementation plan in collaboration with a Federal client
  • Support determination of the strategy required to produce a unified system level and application-level requirements document
  • Experience with the following software/data design services: systems and subsystems, interface requirements, user interface requirements, and internal and IT control requirements
  • Interview and coordinate with stakeholder technical personnel to capture interface patterns and technical rules in relation to interfaces between the dependent systems
  • Participate in the system integrator’s meetings/calls to provide guidance and monitoring of deployable product implementation
  • Experience providing technical, managerial, or administrative direction for functional domains related to IT systems and projects

Requirements:

  • 4-year degree in Information Systems, Computer Science, Accounting, or similar
  • 15 years’ experience supporting Momentum or other Financial Management software Implementation technical or functional activities at a large cabinet level agency
  • At least 5 years of Momentum experience
  • Strong written and oral communication skills
  • Ability to obtain a Public Trust clearance
  • Occasional travel to Washington, DC or Austin, TX may be required

  • Experience with Department of Veterans Affairs and/or Veterans Health Administration
  • Experience leading meetings and teams with senior federal executives
  • Experience with Momentum functional or system performance testing with multiple system interfaces
