The Deputy Director of Fiscal Operations provides strategic and operational leadership for all fiscal functions, ensuring strong financial stewardship, regulatory compliance, and long-term organizational sustainability. This role oversees fiscal operations, financial reporting, internal controls, and budget development in alignment with federal, state, and local workforce regulations. The ideal candidate brings deep public sector or workforce program financial expertise, a collaborative leadership style, and a continuous improvement mindset.
Job Responsibility:
Provide strategic direction and leadership for the Fiscal Operations department, aligning financial objectives with organizational goals
Manage, monitor, and oversee departmental budgets and performance measures, ensuring appropriate internal controls are established and maintained
Develop and implement annual budgets, initiate budget requests, track expenditures, prepare financial forecasts, and develop corrective action plans as needed
Establish and maintain financial reporting systems, accounting systems, and accounting procedures in compliance with applicable local, state, and federal regulations
Ensure compliance with Workforce Solutions contracts and funding requirements
Serve as the primary fiscal liaison with external auditors, providing oversight and leadership in resolving audit findings and fiscal matters
Recommend and implement improvements to financial processes, systems, and controls to enhance efficiency, accuracy, and compliance
Requirements:
Bachelor's degree with major coursework in Accounting or a related field required
Minimum of eight (8) years of relevant fiscal or accounting experience, including at least three (3) years in a supervisory or leadership capacity
Valid driver's license with proof of insurance and a satisfactory driving record
Strong knowledge of budget control methods, fiscal policies, and workforce-related financial regulations
Working knowledge of Generally Accepted Accounting Principles (GAAP) and Financial Manual for Grants and Contracts (FMGC)
Demonstrated ability to plan, develop, and implement fiscal strategies while measuring outcomes and accountability
Advanced proficiency with accounting systems, spreadsheets, and financial reporting tools
Exceptional leadership, interpersonal, and customer service skills
Strong analytical, problem-solving, organizational, and critical-thinking abilities
Excellent written and verbal communication skills
Ability to interpret and apply complex laws, regulations, and advanced accounting theory
Proven capability to establish business objectives and provide strategic fiscal leadership
