Job Description:

We are looking a Delivery Manager to be responsible for managing design, mobilisation and construction of major highway schemes in the region, covering highways, bus, interchange, bus depots and active travel. This is a critical role for the organisation as we go through an exciting period of change, establishing a multi-modal Delivery Directorate and strive to be a best-in-class delivery authority. You will have a technical background in the delivery of highway or civil engineering projects, including the oversight of design activities, supporting contracts and commercial strategy and working across the construction supply chain to ensure delivery certainty. This role will be integral to supporting Transport for West Midlands’ delivery of multiple sustainable transport projects across the region. Sustainable Transport investment in highways forms a major part of Transport for West Midlands £2.2Bn capital programme and you will support an estimated annual spend of c.£40 million.

Job Responsibility:

  • Accountable for the delivery of major highway and sustainable transport schemes across the West Midlands, against agreed milestones, programme, cost and quality
  • Work with NEC contracts to manage contractor performance and requests
  • Provide strong coordination across design, commercial and construction activities
  • Assist in the preparation of reports for senior management, elected members, West Midlands Combined Authority committees, Management and Programme Boards and Local Cabinet
  • Review risk process and put in place measures which ensure that risks and opportunities are properly identified, managed and communicated
  • Manage budgets and ensure financial administration, monitoring and reporting is of the highest standard
  • Ensure that appropriate legal agreements are in place to enable the development and delivery of the scheme

Requirements:

  • Recent experience delivering technically complex, major highway and sustainable transport schemes
  • Experience commissioning technical services and managing the supply chain through appropriate procurement routes
  • Experience working in an NEC4 environment, including contract management, early warnings and compensation event processes
  • Experience applying CDM regulations across design development and construction delivery
  • Technical knowledge of design standards and best practice for highway and sustainable transport schemes
  • Strong communication skills, capable of clearly explaining complex technical issues to technical and non-technical audiences
  • An appropriate degree level qualification or appropriate alternative, e.g. Civil Engineering, Building
