Within Citi, the Data Transfer Office (DTO) / Cross-Border Data Transfers (CBDC) function enables the secure, compliant, and scalable movement of data across all jurisdictions where Citi operates, supporting critical business initiatives, cloud adoption, and advanced AI capabilities. This is a high-impact execution leadership role responsible for driving end-to-end global transfer clearance delivery across a complex, multi-regulatory environment. Operating at the intersection of data, technology, and regulation, you will translate diverse global regulatory requirements into practical, scalable execution models—ensuring compliant data flows that are delivered consistently, predictably, and at speed. This is not an advisory role. It is a hands-on leadership role accountable for delivery outcomes at global scale.

Job Responsibility

  • Own and drive end-to-end global transfer clearance execution across privacy, bank secrecy, data localization, outsourcing, and related regulatory domains
  • Deliver against a 15-business-day operating model, managing the full lifecycle from intake through approval and audit readiness
  • Actively manage throughput, backlog, and cycle time—removing bottlenecks and ensuring predictable delivery
  • Lead across a highly matrixed global environment, aligning Business, Technology, Legal, Compliance, and Risk stakeholders
  • Build high-performing teams and embed a culture of accountability, ownership, and execution excellence
  • Establish strong execution visibility through metrics (SLA adherence, cycle time, throughput, backlog) to drive continuous improvement
  • Lead transformation initiatives to simplify processes, standardize workflows, and improve operating efficiency
  • Eliminate fragmentation and manual intervention, building scalable, globally consistent execution models
  • Operate across global data transfer frameworks, including privacy, localization, bank secrecy, and outsourcing requirements

  • Enable regulatory requirements to be embedded into systems, tooling, and automated workflows
  • Influence senior stakeholders globally and drive alignment from discussion to decision to execution

Requirements

  • 10+ years of experience in regulatory, compliance, data governance, legal, or operational delivery roles within global institutions
  • 10+ years leading transformation and process simplification initiatives, with demonstrated impact
  • Proven track record of delivering complex global programs at scale with a strong execution-first mindset
  • Ability to operate in high-pressure, matrixed environments, driving momentum and resolving blockers quickly
  • Deep, hands-on experience operationalizing regulatory frameworks beyond policy interpretation
  • Demonstrated ability to design and implement practical, scalable solutions that enable compliant data flows
  • Strong partnership with engineering and business teams, with experience leveraging automation, AI-driven workflows, and scalable platforms
  • Understanding of how to embed regulatory requirements into systems and operational processes
  • Excellent communication and executive presence, with ability to influence globally and drive decisions into execution
