Job Description

We are looking for a talented Data Intelligence Adviser (Inclusion) to join our Strategic Intelligence Service, supporting the Inclusion Service and helping drive improvements for children with special educational needs and disabilities (SEND) and other vulnerable groups. In this role, you will act as the day-to-day lead for data and intelligence within the Inclusion Service, working closely with service leaders and colleagues to understand their data needs and provide meaningful insight. You will be responsible for analysing complex datasets from a range of systems, bringing together information to identify trends in demand, performance, and outcomes, and presenting these in a clear and accessible way to support decision-making. A key part of the role involves designing, developing, and maintaining high-quality data products, including dashboards and reports, to support strategic planning and service improvement. You will use tools such as Power BI and Excel to create engaging visualisations that help stakeholders understand performance and priorities. You will take the lead on statutory data returns, including SEN2 and the Alternative Provision Census, ensuring submissions are accurate, timely, and meet national requirements. Working collaboratively with colleagues across the council and with external partners, you will help ensure that data is shared securely and effectively, in line with governance and safeguarding requirements. You will also play a key role in improving data quality and processes, identifying risks and opportunities, and supporting the development of more advanced analytics, including predictive approaches to better target services earlier. As part of the wider Strategic Intelligence Service, you will work flexibly to respond to emerging priorities, provide support across service areas, and contribute to building a strong, resilient data and insight function.

Requirements

  • Significant experience in data analysis, intelligence, or a related field
  • Strong skills in Excel and experience using reporting or database tools
  • Experience creating dashboards and data visualisations (e.g., Power BI)
  • The ability to interpret complex data and present it clearly to a range of audiences
  • Knowledge of data governance, security, and confidentiality requirements
  • Excellent communication and stakeholder engagement skills
  • The ability to manage competing priorities and work independently

  • Develops, builds and maintains optimal relationships with key institutions within the country (i.e. Site Alliance Sites), working closely with the Medical Science Liaisons, Global Site Management and Central Services, and other departments as indicated according to the Site Engagement Strategy
  • Drive the identification and inclusion of sites that have access to and can enroll patients who are from groups that have been historically underrepresented in clinical trials (per FDA Guidance for Industry for Improving Enrollment of Participants from Underrepresented Racial and Ethnic Populations in Clinical Trials)
  • Oversees regional study feasibility, site monitoring performance, quality metrics and all relevant activities for assigned studies
  • Drives evidence-based site recommendations and selection
  • Provides support and training for sites to support diverse recruitment and retention, review, assist and optimize site-level diversity plans as needed, check and challenge progress and coordinate and align central efforts across sponsor and CROs
  • Align local and central initiatives and advise and guide on effective community engagement activities
  • Conduct co-monitoring and site identification visits, as needed
  • Collaborates cross-functionally to build and maintain strong relationships and interaction at the country local level (i.e. Medical Science Liaisons, Medical Monitors, Clinical Scientists, etc.) that directly contribute to key study activities and milestones

  • Advising all of Microsoft’s core enterprise and consumer product teams, including Azure, Experiences and Devices, and Gaming, regarding the implications of product and service architecture and design, in order to ensure Microsoft can comply with applicable legal requirements
  • Providing subject matter expertise and advice to CELA senior leadership concerning compliance with laws and policies relating to data security and government access to data
  • Conducting and/or coordinating legal research through outside counsel, as well as interpreting and applying risk-based assessments of how legal requirements throughout the world affect Microsoft’s current and future product and service offerings
  • Engaging with government authorities and policy makers on matters related to Microsoft’s compliance with government legal demands to address operational and policy questions, conduct training and outreach, and maintain working relationships with domestic and international law enforcement
  • Supporting CELA colleagues around the world with advice and guidance related to government access to data and the implications for our products and customers
