The Contracts Manager will play a pivotal role in managing and overseeing all contractual activities at X-Bow and at times may provide surge support to our wholly owned subsidiary, Spencer Composites Corporation. This role requires the regular application of strong subject matter expertise to understand program performance requirements and provide contractual guidance in support of program and financial objectives. Additionally, the Contracts Manager is required to support Program Management leadership, the General Counsel, and cross-functional peers in all contractual related matters affecting the applicable programs, and other X-Bow Launch Systems corporate activities, as required. This role supports a geographically dispersed team located across the continental U.S..
Job Responsibility:
Support programs and other functional areas in the management of X-Bow Lauch Systems/Spencer Composites Corporation contracts and proposal compliance
Support Spencer and X-Bow ERP implementation
Participate in cost and pricing reviews with Business Development, Contracts, Finance, and Program Management
Maintains, analyzes, updates, and develops various electronic and hard copy records
Develop, negotiate, and manage complex contracts and agreements with government agencies and industry partners
Ensure compliance with FAR, DFARS, OTA, and other applicable regulations and policies
Collaborate with cross-functional teams, including legal, finance, supply chain, and program management, to support project objectives and mitigate risks
Analyze contract terms and conditions, identifying potential risks and opportunities for optimization
Prepare and present reports on contract status, performance metrics, and strategic initiatives to senior leadership
Drive continuous improvement in contract management processes and systems
Serve as a key point of contact for government contracting officers and industry partners
Requirements:
Bachelor's degree in business administration or a related discipline, along with fifteen or more years of progressive professional experience in contract administration
Must have a thorough understanding of contract principles, theories, concepts, and regulations, and experience demonstrating a broad application of those practices, techniques, and standards
Extensive knowledge of FAR, DFARS, OTA, and other relevant regulations
Experience as Contracts Subject Matter Export supporting ERP implentation
Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
Effectively manage a high volume of proposals and negotiations, coordinate program support, and effectively communicate status and help needed to internal partners
Ability to adapt to changing environments and situations
Excellent communication, negotiation, and analytical skills
Ability to work collaboratively in a fast-paced, dynamic environment
