Job Description

BlueWater Federal is looking for a Contracts Management Analyst to support the NAVWAR PMW 150 Command and Control Systems Program Office by delivering Professional Support Services (PSS) across program management, acquisition, contract management, and modernization functions. The effort supports a diverse portfolio of Navy and Joint C2 systems, including GCCS-M, tactical data links, METOC, and CBRN capabilities critical to warfighter decision-making

Job Responsibility

  • Develop, review, and update procurement documentation including Statements of Work (SOW/PWS), Statements of Objectives (SOO), Requests for Proposal (RFP) / Requests for Quote (RFQ), Task Requirements Notices (TRNs)
  • Support preparation of acquisition packages and contract modification documentation
  • Maintain contract and task order tracking systems, including Purchase request (PR) logs, Contract status trackers, Funding and execution tracking
  • Ensure contract documentation is current, accurate, and updated in accordance with Government timelines
  • Conduct and document market research and vendor analysis
  • Support development of acquisition strategies, including Contracting approaches, Competition analysis, Small business considerations
  • Provide cost and financial data inputs for Purchase requests, Contract modifications, Funding documentation
  • Support validation of cost data and alignment with program budgets

Requirements

  • Bachelor's degree in Business, Acquisition, Finance, or related field
  • Must have an active Secret clearance
  • 7+ years of experience supporting DoD or Navy acquisition and contract management activities
  • Experience supporting development of procurement documentation (RFPs, PWS, SOO, etc.)
  • Familiarity with FAR/DFARS and DoD acquisition processes
  • Experience supporting contract tracking, reporting, and financial documentation

Nice to have

  • Prior experience supporting NAVWAR, PEO C4I, or similar Navy acquisition environments
  • Experience supporting CORs, APM-Cs, or contracting offices
  • Familiarity with acquisition tools and systems such as eCRAFT, PR tracking systems, DITPR-DON or similar
  • DAWIA or equivalent certification in Contracting or Acquisition
  • Experience supporting cost proposals or contract pricing analysis

  • Provide expert review and guidance on critical acquisition documents – including PWS, QASPs, SCAs, Acquisition Plans, and Contract Strategies – for CPE IEW&S Program Managers (PMs) and Product/Deputy Managers (PdMs)

  • Provide technical expertise in document writing during the Integrated Product Team process, assist with Program Status Reviews up to the CPE level, and coordinate/conduct contract training and in-house seminars for program managers
  • Perform risk analysis on contracting milestones, provide subject matter expertise on the impact of new contracting regulations/guidance, and assist in planning contract actions with realistic IMS schedules and ALTs
  • Provide acquisition management support services for the CPE IEW&S Headquarters Office, including management of the Procurement Portfolio Management Tool (PPMT) and BI Report Tools, and maintain/update content across the Procurement Portfolio
  • Develop and implement methods, processes, and tools to strive for cost, schedule, and performance efficiencies in acquisition activities. Must demonstrate specific experience supporting DoD 5000 procurements / ACAT programs
  • The contractor shall provide contracting expertise to PEO IEW&S PMs in areas such as PALT metrics, Procurement Portfolio Management Tool database, Assist in the establishment of contract milestones in coordination with the requiring activity and the Army Contracting Command (ACC). Provide management of completing taskers in ETMS 2 database
  • Coordinate and assist in contract training and community practice to various program managers and PEO IEWS workforce. Assist in document/policy writing during the Integrated Product Team process
