Job Description

Reports functionally to the Yulista Comprehensive Aircraft Readiness, Lifecycle, Engineering, and Support (CHARLES) IDIQ Contract Manager while providing the Armstrong Flight Research Center (AFRC) Flight Operations Support (FOS) Task Order Program Manager daily task order support. Provides contract administration and compliance support for the AFRC Flight Operation Support (FOS) Task Order at AFRC. Responsible for interpreting, monitoring, and maintaining all contractual documentation, modifications, and correspondence between the company, NASA, and subcontractors. Ensures adherence to FAR/DFARS, corporate policies, and Yulista’s internal contract management procedures while facilitating timely execution of contract actions to support program cost, schedule, and performance objectives.

Job Responsibility

  • Maintain the official contract file for the HQ and AFRC Task Orders, ensuring all executed documents, modifications, and correspondence are current and compliant
  • Prepare, review, and route contract modifications, task order actions, and supporting documentation for internal and Government approval
  • Assist the Yulista CHARLES IDIQ Contract Manager with data calls, contract deliverable submissions, and reporting per the CHARLES IDIQ Contract Lifecycle Checklist
  • Maintain version control and archiving of all executed documents in accordance with Yulista and NASA records-retention policies
  • Exercise sound judgment within delegated contractual authority and elevate complex interpretation or negotiation matters to the Yulista CHARLES IDIQ Contract Manager for resolution
  • Ensure contract actions conform to FAR Part 43, DFARS, and NASA procedural requirements
  • Support internal reviews, audits, and surveillance activities by providing accurate and complete documentation
  • Coordinate with the Program Manager to ensure all contractual deliverables (DRDs) are submitted on time and accurately formatted
  • Identify potential contractual or compliance risks and elevate issues promptly to the CHARLES IDIQ Contract Manager and Program Manager
  • Assist with the preparation and routing of subcontract agreements, NDAs, and teaming arrangements as delegated by the Yulista CHARLES IDIQ Contract Manager
  • Track subcontractor deliverables, period of performance, and funding status in coordination with the Program Analyst and Business & Financial Specialist
  • Verify that all vendor and subcontractor actions comply with the prime contract’s flow-down clauses and insurance/certification requirements
  • Work with the Program Analyst and Business Managers to ensure consistency between contractual obligations, budget execution, and billing
  • Support preparation of Basis of Estimate (BOE) inputs, Requests for Proposals (RFPs), and Change Proposals under direction of the Yulista CHARLES IDIQ Contract Manager
  • Monitor funding burn rates, CLIN balances, and contract ceilings
  • alert management to potential underruns or over-obligations
  • Review monthly invoices for contractual accuracy and verify funding alignment prior to submission
  • Serve as the primary onsite point of contact for routine contractual correspondence with NASA’s contracting and procurement offices
  • Draft and format correspondence, letters, and contractual notifications under direction of the Yulista CHARLES IDIQ Contract Manager
  • Coordinate contract reviews, modifications, and status updates between AFRC Program Management and the CHARLES Program Management Office
  • Support implementation of Yulista’s enterprise contract management process improvements and system upgrades
  • Assist in development of templates, checklists, and reference tools to standardize task-order administration across sites
  • Provide periodic reports summarizing contract status, funding, and deliverable metrics

Requirements

  • Bachelor’s degree in Business Administration, Contract Management, or related discipline
  • equivalent relevant experience accepted
  • Minimum 5 years of experience in Government contracting or contract administration
  • experience with NASA or DoD IDIQ/task-order environments preferred
  • Completion of DAU CON 100/110 or equivalent professional courses preferred
  • NCMA CFCM/CCCM certification desirable
  • Experience with Deltek Costpoint, SharePoint, and electronic contract management systems
  • Must be a U.S. Citizen able to obtain and maintain a Secret clearance
  • Must pass background and drug screening
  • must demonstrate high ethics and confidentiality in all contract matters
