Job Title: Contractor Safety Management Program Specialist Location: Houston, TX Professional area: HSEQ Reports to: Safety and Emergency Response Manager Purpose: Under the direction of the Safety and Emergency Response Manger, the Contractor Safety Management Program (CSMP) Specialist is responsible for the administration of all Contractor Safety Management Activities and applicable regulatory requirements and the company HSE MSG’s. This position is a designated HSE-Sensitive Role. This is the key role responsible to ensure overall compliance throughout the organization and is accountable for advising the Safety and Emergency Response Manager on compliance status.

Job Responsibility:

  • Develops and executes field implementation strategies for Contractor Safety policies and procedures to yield increased awareness of safety programs and processes
  • Ensures that the respective systems are applied to all covered facilities, resources are made available to minimize impediments, conflicts to implementation are raised to the proper level of executive awareness for appropriate resolution, and clear accountabilities are established for sustained compliance
  • Fills the role of (HSE Focal Point, HSE Unit Reference Person, HSEQ Department Support Function Reference Person and a Quality Focal Point for the Contractor Safety Management Program
  • Coordinates and manages the vendor qualification process (Contractor Safety Management Program - CSMP)
  • Conducts vendor risk ranking, audits, site visits, reviews and reports
  • Attends CSMP Meetings and supports revising and updating vendor HSE documents used in the vendor qualification process
  • Defines the type of HSE process to be followed (level of depth of analysis) based on the criticality of the work code and the specific nature of the vendor
  • Completes HSE Qualification document, reviews vendor HSE Plans, Training, and SEMS Bridging documents
  • Fills the role of the quality focal point for the Procurement Qualification Team
  • Coordinates on-boarding for contractors
  • Performs other duties as assigned or requested

Requirements:

  • Degree in HSEQ, other Technical Degree or equivalency in industrial experience
  • 10-15 years’ experience in the oil and gas industry
  • Proven experience working with oil and gas contractors and employees
  • Prepare bridging documents, and contractor training
  • Experience with the procurement processes and contract requirements
  • Experience auditing contractor HSE management systems
  • A self-starter with analytical skills and ability to organize and plan activities independently
  • Ability to work in a multi-disciplinary team with members of various backgrounds
  • This position requires a motivated individual with high energy, a “can do” attitude, and when required would be prepared to stretch personal and business goals
  • Ability to communicate effectively with all levels in the organization and with external stakeholders
