Job Description

The selected candidate will provide acquisition and contracting support services to the United States Coast Guard (USCG), Operational Logistics Command (LOG-9), supporting the Waterways Operation Product Line (WOPL) Aids to Navigation (ATON) Program in Norfolk, Virginia. The position supports approximately 24 ATON contracts involving buoy maintenance, fabrication, lantern procurement, and navigation hardware supporting critical U.S. waterway operations.

Job Responsibility

  • Provide pre-award and post-award contracting support to USCG Contracting Officers
  • Conduct market research for assigned acquisition requirements
  • Develop and issue Requests for Proposals (RFPs), Requests for Quotes (RFQs), and solicitations
  • Support source selection activities and acquisition evaluations as a non-voting advisor
  • Assist with cost and price analysis and support negotiation activities
  • Support contract administration activities, including modifications, discrepancy reports, cure notices, and equitable adjustments
  • Assist with invoice processing and contract closeout activities
  • Track acquisition milestones and provide progress reporting
  • Utilize Coast Guard procurement and financial systems in performance of duties
  • Maintain compliance with FAR, DHS, and USCG acquisition policies and procedures

Requirements

  • Minimum five (5) years of federal acquisition and contracting experience
  • Experience supporting FAR-based acquisitions in a GS-1102 equivalent role or comparable contractor acquisition support role
  • Experience supporting pre-award and post-award acquisition activities
  • Experience with cost and price analysis, contract negotiations, and contract administration
  • Strong knowledge of the Federal Acquisition Regulation (FAR)
  • Experience supporting best value and LPTA acquisition processes
  • Strong written and verbal communication skills
  • Ability to work onsite at the Government facility in Norfolk, Virginia
  • Ability to obtain and maintain required suitability/background investigation
  • Bachelor's degree or higher
  • U.S. Citizenship or lawful permanent resident status required

Nice to have

  • FAC-C Professional certification or equivalent acquisition certification/training
  • Prior Department of Homeland Security (DHS) or U.S. Coast Guard acquisition support experience
  • Experience supporting multiple concurrent federal contracts or task orders
  • Experience using federal procurement and financial management systems
  • Experience supporting mission-critical operational contracting environments
