Job Description

As a Contract Manager you can expect to own the full lifecycle of Public Sector contract vehicles, from onboarding and renewal through ongoing compliance and operational management. You will evaluate contract opportunities, serve as the internal subject-matter expert on state and local government contracts, support Sales and Business Development teams, manage renewals and modifications, interpret contract terms, track compliance, ensure reporting, partner with Delivery and Finance teams, monitor project spend, establish internal documentation, act as a risk manager, and continuously improve processes.

Job Responsibility

  • Own the full lifecycle of Public Sector contract vehicles, from onboarding and renewal through ongoing compliance and operational management
  • Evaluate contract opportunities to determine strategic fit, operational requirements, and compliance obligations for HSO
  • Serve as the internal subject-matter expert on state and local government contracts, including how to access, use, and remain compliant on each vehicle
  • Support Sales and Business Development teams by advising on contract eligibility, solicitation requirements, and response strategy
  • Manage contract renewals, extensions, and modifications, ensuring deadlines and requirements are met without disruption to the business
  • Interpret contract terms and translate them into clear operational guidance for Delivery, Finance, and Project teams
  • Track contract-specific compliance requirements, including administrative fees, usage reporting, and audit obligations
  • Ensure required reporting is completed accurately and on time, such as submission counts, revenue tracking, and state-mandated disclosures
  • Partner with Delivery and Finance teams to manage contract ceilings, purchase orders, and invoicing requirements
  • Monitor project spend against contract and PO limits, proactively identifying risks related to scope, budget, or compliance
  • Establish and maintain internal contract documentation, processes, and playbooks in the absence of formal tooling
  • Act as a risk manager, ensuring HSO remains compliant while scaling Public Sector work across multiple states and contract vehicles
  • Continuously improve contract management processes as the Public Sector practice grows

Requirements

  • Prior experience managing Public Sector contracts in a consulting, technology, or professional services environment
  • Strong understanding of state and local government contracting models and contract vehicles
  • Experience with contract compliance, reporting, and audit readiness
  • Familiarity with purchase orders, invoicing requirements, and contract burn management
  • The ability to work effectively without fully mature tooling, helping design processes as you go
  • Comfort operating at the intersection of sales enablement, operations, and delivery
  • Excellent communication skills and attention to detail
  • Proven ability to navigate difficult conversations and drive effective solutions to business problems with knowledge of pricing tactics and strategies
  • Ability to thrive in a dynamic and entrepreneurial environment and to work with a team
