The Contract Conformance Specialist (CCS) is responsible for overseeing day-to-day sourcing and conformance activities for all contractual arrangements associated with assigned capital projects. The CCS manages all phases of contract administration, documentation, and communications, ensuring that contractual obligations are met and issues are resolved proactively.
Job Responsibility:
Demonstrate thorough understanding and adherence to the Project Execution contract strategy
Prepare of RFX documents, collaborating with relevant stakeholders to define project scope, objectives, and technical requirements
Draft clear and comprehensive RFP language to ensure all necessary criteria, evaluation methods, and contractual obligations are accurately outlined
Manage the RFP issuance process, including distribution to prospective vendors, responding to inquiries, and facilitating pre-bid meetings as required
Lead the RFP evaluation and review process, including coordinating evaluation teams, developing and issuing scoring matrices, facilitating consensus reviews, documenting rationale for award recommendations, and ensuring compliance with governance and audit requirements
Draft and prepare contract exhibits and technical contract language, ensuring all project requirements and clarifications are incorporated
Lead contract negotiations with potential contractors during the bidding and formation phases
Collaborate with project teams, SCM Team Lead, and legal representatives to resolve contractual issues and ensure all functional requirements are addressed in final contract documents
Demonstrated capability to evaluate contract documents and contractor deliverables for adherence to company policies, contractual terms and conditions, regulatory standards, and project governance requirements, and to provide appropriate guidance to the Contractor based on these assessments
Coordinate and assist in developing project-specific communication plans, and provide training on contract conformance to both internal and third-party personnel as needed
Review contractor submissions and invoices for compliance, communicate non-compliance issues, and manage the invoice approval and payment process
Maintain contract-related documentation, including correspondence and document logs, establish document control and retention systems, and prepare and distribute meeting agendas and notes
Oversee the change order process, including maintaining logs, generating directives, reviewing requests, and preparing approved change orders
Coordinate contract close-out procedures, ensure compliance with company policies, submit finalized contract files for retention, and assist with compliance audits as required
Provide ongoing communication and regular status updates regarding contractual requirements, practices, and issues to management throughout the project lifecycle
Requirements:
Bachelor's degree in engineering, business, construction, or law, or an associate degree with at least 10 years' experience managing and administering major Engineering and Construction Contracts including formation, field contract management, sourcing, and contract negotiations for large-scale projects
Demonstrated expertise in interpreting, comprehending, and administering contractual terms and conditions
Skilled in collaborating across departments and engaging stakeholders at all levels
Exceptional organizational and prioritization skills, capable of handling multiple tasks and meeting deadlines with minimal supervision
Advanced problem-solving and analytical abilities, proactively addressing issues to prevent escalation
Proficiency in office software applications, including Microsoft Office, Teams, Oracle, and SharePoint
