Here at Stephenson Halliday part of the RSK Group, we are seeking a Consultant / Senior Managing Agent to join our growing team delivering estate and vacant property management services across a diverse portfolio of sites. This role will play a key part in supporting public sector clients, including large landowners, in the safe, compliant and cost-effective management of vacant land and property assets, including complex and high-risk sites. The successful candidate will act as a lead consultant and Managing Agent, coordinating multi-disciplinary inputs, managing risk, and delivering high-quality estate management services throughout the asset lifecycle.
Job Responsibility
Act as Managing Agent for a portfolio of vacant sites, ensuring safe and compliant estate management
Develop and implement site management strategies, inspection regimes and maintenance programmes
Coordinate routine inspections and respond to ad hoc issues, maintaining detailed records and reporting
Lead site-specific risk assessments and maintain risk registers
Ensure compliance with relevant legislation, policies and codes of practice (e.g. CDM Regulations, asbestos and fire safety requirements)
Identify hazards and implement mitigation measures to protect public and site users
Support pre-acquisition activities including site inspections and risk appraisals
Develop initial holding cost estimates and management strategies
Coordinate site handover processes and early risk mitigation measures
Procure and manage contractors in line with framework and procurement requirements
Manage site security, maintenance contractors and specialist consultants
Liaise with clients, local authorities, statutory bodies and stakeholders
Produce regular progress reports and attend client review meetings
Maintain accurate records of inspections, risks and remediation actions
Contribute to long-term management strategies and asset planning
Requirements
Experience in estate management, property management, or land management
Strong understanding of health & safety legislation and risk management
Experience managing contractors and coordinating multi-disciplinary delivery
Ability to manage multiple sites and priorities effectively
Strong communication and stakeholder management skills
Nice to have
Experience working with public sector clients (e.g. Homes England or similar)
Knowledge of managing vacant, brownfield or high-risk sites
Relevant professional qualifications (e.g. RICS, IOSH, NEBOSH or equivalent)
Experience with CDM Regulations and environmental risk management
Background in planning, surveying, engineering, or environmental consultancy
