The CST-BL will provide security expertise, supervise security staff, train technicians, conduct inspections, perform audits of construction drawings, investigate anomalies, manage CSTs, provide technical knowledge for SCIF operations, and oversee staff in the SSC's absence.
Job Responsibility:
Provide security related expertise to the Site Security Coordinator (SSC) and authority teams to develop facility completion
Provide in field supervision of security staff assigned to the CST-BL’s area of operations
Train & assist on site Construction Surveillance Technicians (CST) with construction solutions, security developments & document version control
Conduct periodic security inspections for the duration of the project to ensure compliance with the CSP
Perform Audit /Analysis/Interpretation of IFC construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705)
Perform in-depth investigations to anomalies associated with all 50 construction divisions which pose significant threat to US Government mission and provide tactics to resolution
Provide management of Construction Surveillance Technicians (CST) and observes all construction and construction workers to concurrently apply counterintelligence surveillance strategy and observation simultaneously
Provides critical advanced technical knowledge in support of unique security requirements inherent in US TOP SECRET Secure Compartmentalized Information Facility (SCIF) operations including sound attenuation, electric circuitry isolation and noise spillage, electromagnetic emission attenuation and provide tactics to resolution of substandard construction (in all 50 Divisions)
As assigned in the SSCs absence, provide oversite of the Amentum staff and interact with the government Site Security Manager to maintain the security of the secure sites
Requirements:
CST Certification course (40 hrs.) within the last 5 years
Must have TS/SCI eligibility
Bachelor’s degree plus 4 years of specialized experience (CST leadership preferred)
High School Diploma with 8 years of specialized experience (CST leadership preferred)
9 years of recent CST experience
Expertise in all aspects of ICD 705 construction
Expertise in technical surveillance techniques and procedures
Expertise in foreign intelligence operations, counter-intelligence devices and the associated security techniques
Understanding of US government security policies, directives and standards
Expertise in Access Control design and set up
Expertise in Inspection techniques and methodologies
Expertise in Secure Logistics of Materials
Expertise in Technical Surveillance of Personnel
Expertise in Conducting inspection of completed work
Expertise in Interpreting construction drawings and specifications
Expertise in MEP (Mechanical, Electrical, and Plumbing) Installation
Expertise in Telecommunications Installation
Expertise in Foundations and Concrete, Structural Steel and Welding, & Finishing Work and Wall Construction
Expertise in Drafting Construction Site Security plans, Accreditation Support Plans, Transportation Security Plans and Pre-Construction checklists
Expertise in Conducting project design reviews
Expertise in Conducting sound testing for STC rated structures
Expertise in Operating X-ray machines and metal detectors
