Construction Observer II-IV is responsible to coordinate and observe the construction of road, bridge, storm sewer, drainage, water, sanitary sewer and other public or private construction projects assisting a project supervisor. Under the supervision of Construction Observer V or Project Engineer, ability to perform construction observation and effectively interact with Contractors, Clients and SMA technical and administrative staff. Occasionally, may be responsible for assisting Project Engineer’s and Manager’s with scheduling and training for other Construction Observers. The Construction Observer should also have the ability to complete Constructability Reviews of design plans.
Job Responsibility:
Coordinate and observe the construction of road, bridge, storm sewer, drainage, water, sanitary sewer and other public or private construction projects assisting a project supervisor
Perform construction observation and effectively interact with Contractors, Clients and SMA technical and administrative staff
Inspect work in progress to ensure that it is being constructed in accordance with plans and specifications
Maintain the daily record of construction work and inspection activities, including material quantities, various testing
Read and understand the construction bid documents, including drawings, specifications, and contracts
Maintain a red line set of construction drawings and assist contractor on RFI’s review material submittals
Attend various meetings as needed related to construction projects
Know the Standard Specifications for Water and Wastewater Construction, Road Construction and Building Construction in New Mexico and their application
Receive inquiries and complaints from residents and coordinates response with Owner and Engineer
Be a good communicator
Know how to scale and measure distances
Obtain measurements and report progress information and place on an Inspector's Daily Report
Become thoroughly familiar with the plans and specifications for the job to be inspected
Check and quantify materials before installation
Point out potential problems to the contractor and project engineer and keep project engineer and supervisor informed of progress of project
Be able to follow and carry out specific instructions on an independent basis
Have basic math skills to compute quantities and costs when requested
Be able to interpret and implement company mandated safety policies
Be aware of and adhere to Contractor’s Safety Plan
Be capable of handling the large and complex projects, including multiple trades and/or crews
Be capable of overseeing multiple projects with other RPR’s
Be responsible for job specific quality system tasks as defined in Resident Project Representative Manual
Assist Project/Senior Engineer with further developing the quality manual, as needed
Complete Constructability Review of design plans
Assist with data collection during planning and design phase
Assist with training new staff in the Construction Observation position
Perform other duties as assigned
Requirements:
Required High School Diploma or GED diploma but preferred a college degree
Minimum of 3-year experience in the construction industry
Minimum 2-year construction inspection or management experience or the equivalent thereof
Must be able to pass a drug and alcohol test and have an acceptable motor vehicle record in order to drive a company vehicle
