HSE Deputy Manager reports to the HSE Manager and when HSE Manager is not on-site reports to the Site Manager.
Job Responsibility:
Support and monitor the implementation of the MAIRE group HSE Policy and HSE Management System at site
Perform the Job Hazardous Analysis (JHA) and participate in the Job Safety Analysis (JSA)
Verify the adequacy and application of the Site HSE Plan and all related procedures, preparing any revisions
Update the HSE documentation during all the construction phases when deemed necessary
Check that Subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards
Organize, plan, and participate in periodical HSE walkarounds, inspections, and audits on site, prepare all the relevant reports, action plans, verify the follow-up, and the timely execution of the corrective actions
Organize and coordinate the HSE Training activities on site
Organize and participate in all relevant site HSE Meetings
Cooperate with the Client concerning the issuing of any necessary work permits
Organize a full investigation of work accidents, finalized to the identification of corrective measures to avoid reoccurrence
Keep accident records, identifying the areas to which prevention must be addressed
Promote indoctrination/training of personnel
Lead and coordinate the activities of the Site HSE Committee
Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities
Prepare the HSE section of the construction monthly progress report and other periodical reports
Prepare and update the Site HSE Statistics, verify the performance versus the Project and corporate HSE Objective, Targets and performance indicators
propose recovery plan in case of mismatch
Requirements:
NEBOSH General Certificate (GC) or International General Certificate (IGC)
Diploma in Safety/HSE
Any other recognized HSE certifications
Minimum 12-15 years in relevant HSE roles, with at least 5 years specifically managing and implementing HSE and welfare standards within the oil and gas industry
A minimum of 2 years as an HSE Manager in previous roles
Fluent English
Excellent IT and analytical skills
Proven ability to lead and manage a team of HSE professionals
Strong understanding of HSE Management Systems and comprehensive knowledge of HSE legislative requirements
Extensive experience in conducting risk assessments and managing audit processes
Proficient in developing and implementing annual HSE plans
Competent in Permit to Work (PTW) systems and gas testing procedures
Awareness of H2S hazards and the use of breathing apparatus
Expertise in incident analysis, including the application of root cause analysis techniques
Skilled in developing and executing Emergency Response Procedures and Plans
Proficient in English with excellent verbal and written communication skills
Effective interpersonal abilities
Nice to have:
Lead Auditor Certification in ISO 14001, ISO 45001, or equivalent
Additional HSE training or certifications will be considered an advantage (e.g., OSHA, IOSH, etc.)
