The Construction Coordinator / Permit Writer serves as the on-site execution leader responsible for ensuring construction and maintenance activities are performed safely, efficiently, and in full compliance with Permit to Work (PtW) processes. This role combines field coordination, contractor management, and permitting authority to control risk, remove execution barriers, and ensure high-quality project delivery. The position acts as the critical interface between Operations, Construction, Maintenance, contractors, and HSSE while maintaining a strong field presence and enforcing a Goal Zero safety mindset.
Job Responsibility
Provide hands-on leadership for construction and maintenance work in the field
Serve as the primary interface between contractors and project/maintenance teams
Coordinate multiple contractors and disciplines (e.g., piping, scaffold, E&I, insulation)
Monitor contractor productivity, progress, and daily execution performance
Identify and remove barriers to ensure efficient workflow and high craft productivity
Resolve field coordination issues and support effective execution planning
Spend majority of time (up to ~90%) in the field directing work
Prepare, review, issue, and close work permits in accordance with site PtW procedures
Conduct field verifications of work scope, conditions, and hazards prior to permit issuance
Review JSAs, risk assessments, isolation plans, and supporting documentation
Ensure required controls, safeguards, and isolations are in place before authorizing work
Suspend or revoke permits when conditions change or safety is compromised
Validate work completion and ensure safe equipment/system handover to Operations
Lead and reinforce a strong safety culture aligned with Goal Zero principles
Identify hazards and ensure proper mitigation controls are implemented
Enforce compliance with PtW, confined space, hot work, and energy isolation requirements
Exercise stop-work authority when unsafe conditions are identified
Participate in safety reviews, lift plans, and field risk discussions
Act as first point of contact for contractors onsite
Coordinate contractor staffing, site logistics, and temporary facilities
Manage contractor interfaces and ensure alignment with project scope and schedule
Approve contractor timesheets for assigned scopes
Communicate daily progress and project status to stakeholders
Track and report progress, productivity, and key performance indicators
Lead or support daily coordination and status meetings
Identify opportunities to improve efficiency, reduce scope, and optimize execution
Ensure alignment with project cost, schedule, and quality expectations
Requirements
Certified or qualified Permit Writer (A-level preferred)
Strong experience with Permit to Work systems in industrial environments
Proven field leadership experience in construction or maintenance execution
Solid understanding of construction activities, sequencing, and associated risks
Ability to recognize hazards and enforce safety controls
Strong communication and stakeholder coordination skills
