The Compliance Independent Assessment Senior Manager serves as a senior compliance risk analyst manager who is responsible for overseeing the Independent Compliance Risk Management (ICRM)’s Compliance Independent Assessment team that is responsible for assessing the first line of defense's significant compliance risks and for providing governance and oversight of compliance with Laws, Rules, and Regulations. This person will oversee the work that is performed through independent assessment activities (testing and monitoring) to evaluate the design and/or performance of business processes and/or controls, to conclude on the severity of underlying compliance risks

Job Responsibility:

  • Overseeing the development, implementation, and execution of the Compliance Independent Assessment (monitoring and testing) programs within an assigned area/function in accordance with the Compliance Independent Assessment Plan
  • directing the planning, execution, and reporting of compliance monitoring and testing assessment activities and compliance and regulatory issue validation activities for a component of a product line or function, or legal entity within an assigned area in accordance with the Compliance Independent Assessment Plan
  • managing a team or multiple teams of Compliance professionals
  • assisting in the development of a robust Compliance Independent Assessment Plan to assess significant compliance risks and monitor for compliance with rules, laws, and regulations
  • developing a valued interactive program of support and testing that provides regulators and stakeholders’ insight into compliance trends, themes, issues, and root causes
  • developing a valued interactive program of support and compliance risk management services covering the assessment and reporting of Significant Compliance Risks across businesses and products, legal entities and jurisdictions
  • defining resource requirements and budgets for Compliance Independent Assessment projects
  • serving as owner for complex compliance assessment activities, analyze report findings, and recommend appropriate interventions where needed
  • identifying and evaluating emerging risks and present findings to Compliance Independent Assessment function leadership
  • analyzing and providing credible challenges to team’s assessment of the control environment
  • participating in discussions with the firm’s regulators in connection with inquiries, inspections, and exams
  • participating in the development and enhancement of the Compliance Independent Assessment Procedures for auditing, testing, and reporting
  • providing regulator briefings as necessary and insight to the State of Compliance Report on a quarterly basis to the Audit Committees of Citigroup and Citibank

Requirements:

  • Extensive experience in both technical Compliance space and in managerial position

  • Annual Country Compliance Plan: Preparing, obtaining approval and successfully completing an annual compliance risk management plan, in accordance with the global template and content and presentation requirements, setting out how compliance risk will be managed within the jurisdiction and its constituent parts, and the role to be played by ICRM in order to achieve the plan. Identification of the jurisdictional requirements, accountabilities and the process ownership and monitoring and testing ownership, as well as the determination of suitable staffing, hours required and secured budget in order to achieve the state of compliance within risk appetite will be set out in the plan, which will be reviewed quarterly with the jurisdictional CCC and ICRM, as well as any applicable legal entity, as well as where required by applicable regulatory agencies. The annual country compliance plan must take into consideration the applicable compliance risk assessments and MCAs appropriate to the jurisdiction and its activities.
  • State of Compliance Reporting: Preparing quarterly, in accordance with the approved global format, and in adherence to all established requirements for the State of Compliance reporting. The State of Compliance report will be presented to the appropriate CCC, BRCC and legal entity Board or Board Audit Committee, or other such Board committee required within the jurisdiction.
  • Enhancing Governance: Providing a valued interactive program of support and compliance risk management services covering the assessment and reporting of Key Compliance Risks across products, services, functions, legal entities, service centers and the jurisdiction as a whole. Providing stakeholders with insight and practical solutions as well as credible challenge to improve the ethical control culture, and conduct risk environment.   • Professional certification(s) such as CPA, CIA, CMA, CFE, or comparative international certifications is required
  • 5+ years of auditing, accounting and finance experience with progressive levels of responsibility
  • Public accounting experience is required
  • Multinational and public company experience is preferred
  • Proficient with Microsoft Office products including Excel, Word, PowerPoint, and demonstrates ability to learn technology and financial systems and applications used within the company
  • Experience with Data analytics, RPA, and/or visualization tools is preferred
  • Strong understanding of business processes, systems, and related internal controls and the ability to design and execute testing procedures to identify gaps, improvement opportunities, and improve governance practices
  • Inquisitive and fast learner of new concepts
  • Self-motivated and performs well in a fast-paced environment

  • Proactively plans, leads and/or supervises audits, activities and special projects
  • Collaborates with Internal Audit Directors and Managers with determining allocation of department resources to ensure successful execution of audit plan and deliverables
  • Contributes to the design and implementation of our internal audit quality and improvement program, methodology, and ongoing culture of innovation and continuous improvement
  • Manage team members to ensure audit procedures and documentation supporting testing and conclusions are conducted appropriately
  • Assign and supervise the timely accomplishment of departmental objectives and administrative tasks
  • Utilize technology and tools to drive audit efficiencies
  • Plays an instrumental role in project management ensuring audit related activities are accurately reported to company management on a timely basis
  • Coordinates status updates with the company’s independent public accountants
  • Coach, mentor and develop audit talent
  • Work to drive top quartile team engagement
