Part of the Project development under The Client in Iraq, the Commissioning Oil System Lead is responsible for the preparation, coordination, supervision, and execution of commissioning and start-up activities related to Oil & Gas Process Systems and Hydrocarbon Utilities within the CPF-2 package. The role supports the transition from construction to operations by ensuring systems are safely tested, commissioned, validated, and handed over in compliance with Company standards, project specifications, OPERCOM methodology, and HSE requirements. The Project is a major upstream Oil & Gas development executed through large EPSCC contracts with an estimated project value of approximately 1.1 BUSD and a commissioning workforce of approximately 150–200 personnel onsite. The position interfaces with Engineering, Construction, Pre-commissioning, Commissioning, Vendors, Operations, and Maintenance teams to ensure safe and efficient commissioning execution up to start-up and operational handover.
Job Responsibility
Supervise and coordinate commissioning activities related to Oil & Gas process systems and Hydrocarbon Utilities within the CPF-2 package
Review and approve commissioning procedures, Operational Test Procedures (OTP), leak testing procedures, and chemical cleaning procedures prepared by EPSCC Contractors
Participate in commissioning preparation activities including subsystem definition, test pack optimization, and system boundary coordination
Ensure all commissioning activities are executed in compliance with Company H3SE policies, project specifications, and approved procedures
Review Functional Analysis documentation and support identification of operational risks, commissioning constraints, and system modifications
Coordinate with Engineering disciplines to ensure closure of technical findings and commissioning-related actions
Participate in commissioning risk assessments and provide process commissioning input from operational and safety perspectives
Supervise leak testing, operational testing, flushing, chemical cleaning, and system validation activities for Oil Systems and Hydrocarbon Utilities
Ensure commissioning readiness of temporary systems, tools, vendor support, and operational resources required for execution
Coordinate multidiscipline commissioning interfaces with Mechanical, Electrical, Instrumentation, ICSS, HVAC, and Vendor teams
Liaise closely with Construction, Pre-commissioning, and Field Operations teams to ensure safe and efficient commissioning execution
Support preparation and execution of Pre-Startup Safety Reviews (PSSR), Kick-Off Meetings (KOM), and OTP close-out activities
Monitor commissioning progress, identify bottlenecks, and support resolution of operational and technical constraints
Follow up punch list clearance, commissioning dossiers, turnover documentation, and subsystem handover readiness
Coordinate vendor mobilization activities in line with commissioning schedules and site priorities
Support Operations and Maintenance teams during system handover, start-up, troubleshooting, and knowledge transfer activities
Participate in commissioning coordination meetings with Company, Contractors, and Commissioning teams
Support achievement of RFC, AOC, and TOM project milestones
Prepare daily and weekly commissioning progress reports covering execution status, constraints, interfaces, and priorities
Capture lessons learned and support continuous improvement initiatives throughout commissioning and start-up phases
Requirements
Minimum 8–10 years of experience in Oil & Gas Projects, Commissioning, and Start-up activities
Strong experience in onshore Oil & Gas process facilities including: Oil Separation Systems
Desalting Units
Gas Compression
Dehydration Systems
Storage & Export Facilities
Hydrocarbon Utilities
Proven experience in commissioning preparation, operational testing, leak testing, and start-up execution
Experience working with EPSCC Contractors, Vendors, Operations, and multidisciplinary commissioning teams
Previous experience on large EPC/EPSCC projects is highly preferred
Experience in brownfield or greenfield upstream Oil & Gas developments is an advantage
Experience working in multicultural and remote project environments
Bachelor’s Degree or Engineering Degree in Process Engineering, or Chemical Engineering, or Mechanical Engineering, or Petroleum Engineering, or Equivalent Engineering Discipline
Fluent in English
French or Arabic is an advantage
Strong leadership and coordination capabilities
