We are seeking an experienced and motivated Commissioning Manager to lead the delivery, performance and continuous improvement of Gloucestershire's Holiday Activities and Food (HAF) Programme, alongside supporting wider commissioned services. This is a key role responsible for ensuring that high-quality holiday provision is delivered to children and young people, particularly those eligible for free school meals, enabling access to enriching activities and nutritious food. You will use data, insight and stakeholder engagement to drive effective commissioning, robust contract management, and strong outcomes.
Job Responsibility
Leading the commissioning, contract management and performance monitoring of HAF providers and related services
Using data and insight to inform strategic decision-making, measure impact and ensure value for money
Overseeing programme budgets, including monitoring spend, forecasting and ensuring compliance with funding requirements
Developing and maintaining effective reporting processes, including dashboards and performance reports for internal and external stakeholders
Building strong relationships with providers, partners and stakeholders to support delivery, innovation and continuous improvement
Ensuring compliance with grant conditions, safeguarding standards, quality assurance processes and audit requirements
Supporting the development and delivery of the wider commissioning strategy across children and family services
Requirements
Strong commissioning and contract management experience, ideally within children's services, public health or community provision
Confident using data and performance information to drive decision-making and improve service delivery
Experience of managing complex budgets, with strong financial oversight and analytical skills
Excellent organisational, communication and stakeholder engagement skills
Confident using digital systems and Microsoft Office tools (particularly Excel, Teams and SharePoint)
Can work at pace, manage competing priorities and deliver to deadlines
Collaborative and proactive team player, committed to improving outcomes for children and families
Nice to have
Experience of working with grant-funded programmes, partnership delivery models, or holiday provision
