He supports the Commissioning Manager in the activities of planning, execution, documentation preparation and hand over to the Client of the facilities as per project requirements. He ensures the implementation of the procedures at the site. He operates in compliance with the quality requirements, health/environmental/safety regulations and follows the stated procedures.
Job Responsibility:
Oversee adherence to quality standards and safety procedures by the commissioning team, ensuring compliance with work permit protocols
Conduct thorough reviews of pre-commissioning and commissioning procedures for all rotary, reciprocating, static equipment & packages
Develop or refine inspection forms tailored to the pre-commissioning and commissioning activities related to mechanical disciplines
Collaborate with supervisors to define detailed procedures, ensuring comprehensive coverage of all mechanical discipline activities
In alignment with the general pre-commissioning schedule, devise detailed plans for all mechanical components
Establish daily activities and develop a meticulous day-by-day plan, prioritizing tasks in agreement with the Commissioning Superintendent
Monitor the execution of all pre-commissioning and commissioning activities, confirming adherence to established procedures and schedules
Delegate tasks effectively to supervisors and assistants
Support the CMS and work in tandem with the other Commissioning discipline Superintendents (electrical, instrument) to finalize pre-commissioning and commissioning activities, facilitating a seamless project handover within the agreed timelines with the Commissioning Manager
Regularly report on progress and maintain up to date records of activities
Serve as the liaison among the Client Project Team, Project Management, Subcontractors, Vendors Representatives
Recommend vendors specialist mobilizations to the Commissioning Manager and CVC, overseeing and coordinating vendor-required site activities
Provide support to Vendor specialists during job execution and coordinate their actions with Commissioning supervisors
Ensure the availability of commissioning spares and consumables necessary for activity execution
Assist the QA Site team in compiling handover system dossiers, including all required certifications, in accordance with the Inspection Test Plan and certification matrix
Coordinate and supervise Construction support activities during the pre-commissioning and commissioning phases
Act as the authorized person designated by the site manager to issue or receive a Permit to Work in line with the project’s Permit to Work Procedure
Requirements:
University degree or diploma in relevant discipline or equivalent
Minimum of 15 year's work experience
Significant experience in machinery commissioning activities
Significant experience in a similar position on EPC Oil & Gas projects/ Refinery
Excellent communication and interpersonal skills
Strong attention to detail, management skills
Demonstrated leadership, self-motivation, and ability to work in a team-oriented environment
Strong focus on timely performance, problem solving, and results delivery
