Commercial Manager

• Provide end-to-end commercial leadership across multiple contracts and workstreams within the region
• Act as the senior commercial point of contact for regional operational teams and clients
• Support the Director of Operations with commercial insight, reporting, and strategic decision-making
• Ensure consistent commercial standards, controls, and best practice across all regional contracts
• Lead regional budgeting, forecasting, and cost value reconciliation (CVR) processes
• Monitor and report financial performance across all contracts, identifying risks, trends, and opportunities
• Ensure margins are protected and improved while maintaining service quality and contractual compliance
• Ensure WIP, Debt and Capital Employed is operating within business targets
• Implement corrective commercial actions where performance deviates from targets
• Ensure we claim all our commercial entitlement across all commercial models i.e SOR, PPP, PPV etc
• Manage complex contracts covering responsive repairs, voids, planned works, compliance, and specialist services
• Oversee variations, annual reviews, extensions, and final accounts in line with contractual requirements
• Ensure compliance with JCT, NEC, framework, and term partnering arrangements
• Support mobilisation of new contracts and workstreams from a commercial perspective
• Ensure adherence to governance, audit, and internal financial control requirements
• Manage subcontractor commercial relationships, performance, and payments
• Align supply chain strategy with regional and client requirements
• Build trusted relationships with housing association and local authority clients
• Contribute to bids, tenders, and contract renewals in line with the business Growth strategy
• Lead, develop and train regional commercial teams, including succession and resource planning for future years

• Proven experience in a Regional or Senior Commercial Management role
• Strong background in social housing repairs and maintenance, property services or facilities management
• Experience managing multiple contracts and workstreams
• In-depth knowledge of common contracts, frameworks and partnering arrangements
• Strong negotiating skills
• Strong financial, analytical, and stakeholder management skills
• Comfortable in preparing and presenting at a senior level

Professional qualification in either Quantity Surveying or Accountancy
