The Commercial Manager: Systems ensures contractual alignment between the Systems Project Management Team and the Project Commercial Department, maintaining coherence across all Systems subcontracts and supporting the Lead Systems Integrator in variation, claim, and interface management.
Job Responsibility:
Manage and enforce commercial and contractual requirements for all Systems subcontracts (e.g., traction power, signaling, telecom, SCADA, track systems)
Manage notices, variations, claims, and extensions of time (EOT) in accordance with WVTCP Commercial Governance Procedure
Identify, quantify, and mitigate commercial and legal risks specific to system integration and interface activities
Maintain complete and traceable correspondence registers and risk logs
Assist Systems Engineering team in evaluating design changes, FAT/SAT results, and testing impacts
Coordinate with Project Controls to align valuation, schedule impact, and cost exposure
Prepare or review justifications for PCOs and Change Orders before submission to the Project Commercial Manager
Draft and issue subcontract correspondence and notices to protect WVTCP contractual entitlements
Review and validate subcontractor invoices, progress claims, and supporting documentation prior to approval
Manage the settlement and close-out of Systems subcontracts in compliance with JV procedures
Report commercial status, variations, and risks within Systems scope to both Systems and Project Commercial Managers
Ensure alignment with JV templates, numbering systems, and approval workflows for PCOs, COs, and Claims
Support corporate reporting (monthly dashboards, risk reviews, cost-to-complete updates)
Requirements:
Master’s Degree in Engineering, Law, or Construction Management
10-15 years of experience in commercial management or contract administration of major rail, metro, or infrastructure Design & Build projects
Demonstrated expertise in railway or transit systems: traction power, signaling, telecommunications, SCADA, trackwork, or equivalent
Strong working knowledge of system integration, testing, and commissioning processes and their contractual implications
Proficient in Microsoft Office Suite
Experience with Design-Build or Joint Venture projects exceeding USD 200M
Excellent analytical, negotiation, and technical-commercial report writing skills
Familiarity with CMiC, Primavera, and Autodesk Construction Cloud (ACC) or equivalent tools
