Reporting Directly to the Global Commercial Director, the Commercial Lead will play a pivotal management role in strengthening ONNEC’s commercial capability and responsible for execution consistency, and assurance of QS-led commercial activities across complex infrastructure cabling and data centre projects. The Commercial Lead will guide, mentor, and develop the QS APAC team, drive consistent application of commercial best practice, and enhance client confidence through proactive risk management of valuations, variations, and contractual compliance while managing escalations contractual, and high-risk matters & keeping key stakeholders informed through structured reporting.
Job Responsibility:
Lead strategic operational commercial oversight of major infrastructure cabling and data centre projects, ensuring strong financial control, budget accuracy, forecasting discipline, and alignment to ONNEC commercial governance
Drive cost planning, cost/value reconciliations, margin forecasting, and financial reporting providing assurance and recommendations across a portfolio of projects
Challenge and validate project financials, supporting Project Managers and QSs to drive profitability and mitigate commercial exposure, escalating material commercial risks and margin decisions
Implement consistent use of cost coding, financial tracking tools, commercial reporting standards, and change control procedures
Line‑manage, coach, mentor and develop their team of QSs, embedding best practice and professional growth pathways
Define team objectives, governance standards, and delivery expectations in partnership with the Global Commercial Director
Oversee quality of QS outputs including valuations, take‑offs, bills of quantities, and financial documentation
Conduct commercial audits and provide structured feedback to uplift performance and capability across regions
Establish and lead monthly commercial project reviews, interrogating performance, risks, and cost/value progression with the relevant stakeholders
Actively manage the preparation and management of subcontract and material procurement schedules
Manage the procurement of main subcontract guarantees, warranties, insurances and bonds
Supporting complex QS-led commercial components of subcontracts including Professional Services Agreements
Ensure accurate preparation and validation of variations and cost adjustments in partnership with Programmers and Project Managers and working with the Global Commercial Director and Contracts Management team providing commercial input regarding any contractual drafting or negotiating contract terms
Support commercial risk identification and mitigation, clearly articulated, quantified, and escalated ensuring project decisions are financially and operationally aligned
Maximise cash position, including WIP control, cashflow production and improvement plans for projects if necessary
Provide clear transparent reporting to all relevant stakeholders whilst contributing to Exco reporting provided by Global Commercial Director
Work closely with operational teams to ensure disciplined application of commercial processes on all projects and attend monthly project reviews to interrogate project performance and take appropriate actions
Act as senior commercial and project representative in discussions with clients, general contractors and internal leadership, focusing on cost and commercial clarity
Provide commercial assurance to support client confidence and maintain ONNEC’s reputation for professional excellence
Lead or support presentations during bid or project review cycles where QS leadership is required
Support development of global commercial frameworks, systems, and tools leading QS implementation, adoption, and feedback loops that enable scalability and consistency across ONNEC
Identify commercial process gaps and drive improvements in reporting, controls, governance, and QS capability
Provide insights to the Global Commercial Director to assist in shaping long‑term commercial strategy, resource planning, and organisational design
Requirements:
Significant experience in senior QS or commercial leadership gained within the construction sector, ideally with infrastructure cabling or data centre environments
