This is responsible, technical work involving the enforcement of municipal property standards, zoning, sign, sanitation, license and associated ordinances and regulations. Employees in this class perform field and office work conducting investigations, administering municipal sanitary codes, and enforcing local zoning regulations. Responsibilities include the inspection of existing industrial, commercial, multi-family, single-family housing and adjoining property to determine and record compliance with local ordinances and assisting with the prosecution of violators. Work is performed in strict conformance with laws, regulations and departmental policy. Supervision is received from a professional enforcement official who reviews work through study of prepared cases and through conference, and who, when necessary, provides assistance in meeting desired case objectives.
Job Responsibility:
Conduct industrial, commercial, multi-family and single family housing and property standard inspections to ensure compliance with City codes
Assists the City Attorney or other designated authority in the preparation of data for prosecution of violations
attends court, special master or administrative board hearings to present testimony
Conducts surveys for needed property improvements in both public and private property
Participates in the investigation and disposition of sanitary code violation complaints, prepares recommendations for changes in sanitary standards
Investigates complaints of violations of zoning regulations, property standards and other related municipal ordinances
interviews property owners, tenants and complainants to determine nature of the violation
prepares report on findings
issues citations for violations
Prepares written reports and recommendations relative to various ordinances and their impact on the community
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation

Requirements:
High School Diploma or GED equivalent, plus one (1) year specific code enforcement field experience in ensuring compliance of Municipal, County, State or Federal laws and ordinances regarding housing, criminal justice, occupational licensure, sanitation, health, zoning or engineering laws
Experience must include investigative skills, extensive report writing abilities, and field enforcement experience including court or administrative board case presentation
Valid Driver’s License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Knowledge of municipal zoning, occupational license, sign, sanitary and associated ordinances
Knowledge of the geography of the City
Skill in the operation of an automobile
Knowledge of the use of computer
Ability to detect changes or alterations made to existing structures
Ability to observe and detect unsafe and hazardous conditions in the field as well as observe and recognize other code violations which may affect the health, welfare, and safety of the community
and initiate solutions to a variety of neighborhood problems
Ability to conduct thorough inspections and to prepare and maintain detailed records for use in legal or administrative proceedings
Ability to enforce non-moving traffic violations which may include issuing citations to commercial and recreational vehicles and to abandoned vehicles
Ability to read and understand plans and blueprints in regard to discovering changes to existing structures
Ability to confer with the general public to explain, interpret and enforce regulations in a tactful, firm and impartial manner
Ability to operate and monitor a decibel meter for the purpose of enforcing the City's noise ordinances
Ability to establish and maintain effective working relationships with fellow employees and supervisors
Ability to effectively communicate in writing and orally, including the ability to write legally enforceable citations, Notices of Violation, Notices to Appear, and to write Courtesy Notices in a clear and comprehensive manner
Ability to deal with angry people in a professional manner

Nice to have:
Conducting investigations and/or working with Florida Building Codes
Licensed Home Inspector
Associate’s Degree, plus three (3) years specific code enforcement field experience in ensuring compliance of Municipal, County, State or Federal laws and ordinances regarding housing, criminal justice, occupational licensure, sanitation, health, zoning or engineering laws
Florida Association of Code Enforcement - Fundamentals of Code Enforcement (Level I) Certification preferred
